PURPOSE: APPROVE LAND PURCHASE FROM JAMES & JUDITH LETT AT
1615 CRYSTAL SPRINGS AVENUE IN THE AMOUNT OF
$125,000.00 FOR THE NATIONAL GUARD ARMORY AREA
STORMWATER DETENTION BASIN PROJECT
INITIATED BY: PUBLIC WORKS DEPARTMENT
WHEREAS, on March 27, 2012, by Resolution No. 12-121, the Common Council
previously approved a Relocation Order pursuant to Sections 62.22 and 32.05 of the
Wisconsin Statutes declaring that it was in the public interest for the City of Oshkosh to
acquire 1615 Crystal Springs Avenue for storm water detention in the Campbell Creek
Drainage Basin; and
WHEREAS, the parties have concluded negotiations that include these points of
agreement:
Purchase price $125,000.00
Real estate taxes shall be prorated through closing
NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed to purchase 1615
Crystal Springs Avenue as outlined above, and to execute all documents necessary for
purpose of same.
Money for this purpose is appropriated from:
Acct. No. 561-2010-1799-00000 Storm Water Utility Construction Work in Progress

RE: Approve Land Purchase at 1615 Crystal Springs Avenue for the National Guard Armory
Area Storm Water Detention Basin
BACKGROUND
On March 27, 2012, the Common Council approved a revised relocation order relating to the
purchase of property located immediately north of the proposed National Guard Armory Area Storm
Water Detention Basin project. This property is required to allow for creation of an overflow route for
flood water when a storm water event exceeds the storage capacity of the proposed detention basin.
ANALYSIS
Our right-of-way consultant has had discussions with the property owners. The property owners
have agreed to sell their property for $125,000. The following information pertains to this property
acquisition:

FISCAL IMPACT
Funding for this acquisition is included in the "Storm Sewer Section" of the Capital Improvement
Program.
RECOMMENDATION
I recommend approval of the land purchase.
