HomeMy WebLinkAbout10. 12-395 AUGUST 15, 2012 12-395 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT WITH AECOM FOR CITY HALL AREA STORMWATER DETENTION BASIN DESIGN IN THE AMOUNT OF $250,682.00 INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with AECOM Technical Services for design services for the City Hall Storm Water Detention Basin in the amount of two hundred fifty thousand six hundred eighty-two dollars ($250,682.00) Acct. No. 561-2010-1799-00000 Storm Water Utility Construction Work in Progress 46), OJHKOJH ON THE WATER MEMORANDUM TO: Honorable Mayor and Members of the Corn ill ouncil FROM: James Rabe, Civil Engineering Supervisor DATE: August 9, 2012 RE: Award of Engineering Services Agreement— Design Services for the City Hall Area Storm Water Detention Basin AECOM Technical Services (AECOM) In July 2009, an engineering services contract was awarded to AECOM to perform detailed planning-level analyses of storm water watersheds in conjunction with the 2010 Capital Improvements Program. The Division Street Watershed was included in this analysis, as several streets in the upper reaches of the watershed were scheduled for reconstruction. The analysis of the Division Street Watershed showed several areas where flooding was a concern in existing conditions. Several alternatives were analyzed to reduce the impacts of the flooding in those areas. The components of the alternatives analyzed included: upgrades to existing storm sewers; installation of new storm sewer systems; diversion of runoff into adjacent watersheds; detention basins; an underground detention system; and combinations of the aforementioned components. The recommended alternative included a combination of storm sewer upgrades, new storm sewer systems, the diversion of a small portion of the upper portion of the watershed into an adjacent watershed, and an underground detention system on the City Hall/Safety Building property. Due to their familiarity with the Division Street Watershed, the Department of Public Works requested a proposal from AECOM for design-related services for the City Hall Area Storm Water Detention Basin. The services included in this contract include preparing plans and specifications for the bidding of the underground detention system, the storm sewer from the detention system to the Fox River, and the City Hall and Safety Building Parking Lot design. The services also include environmental review, sampling and coordination with Wisconsin Department of Natural Resources for disposal of anticipated impacted soils and sediment. The cost of these services is estimated not to exceed $250,682. Funding for these services is available in the Storm Water Utility budget and the Property Improvements budget of the Capital Improvements Program. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the AECOM proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve the award of this engineering services agreement.
