Remarks:
Enclosed is a copy of the executed amendment No. 1 for the consolidated Treatment Plant and
pumping station improvement projects. Please note that when the amendment was reported to the
Mayor and Common Council on June 21, 2012 (a copy of the memo is attached), prior to receiving the
actual amendment on June 29, 2012, the amount of the amendment was only reported at $44,000.
The current purchase order for this project subsequently could only be amended for $44,000.
Therefore, the total amount of compensation for this project, at this time, is $174,000, not $174,500.
If, at a later date, the $500 is required to complete this project, a subsequent contract amendment will
need to be submitted.

This is Amendment No. 1 to the referenced Task Order.
CHANGE Project Name to the following:
"Project Name: Consolidated Treatment Plant and Pumping Station Improvement Projects 2012
City of Oshkosh Contract 12-17"
Under Project Description, ADD the following: "The replacement panel at Sawyer Creek will include a
new remote telemetry unit. Existing starters at the Hickory Lane Lift Station will be replaced with new
variable frequency drives. Radio communication repeater equipment and antennae will be added for the
Shorewood and Waukesha lift stations."
Under Scope of Services, ADD the following:
"16. Provide Project rebidding services.
17. Assist OWNER with Zoning Board of Appeals documentation."

RE: Amendment to Agreement for Engineering Services for Various Wastewater Treatment
Plant and pumping station improvement projects/Strand Associates (Strand)
In May of 2011, an engineering services agreement was awarded to Strand for the design, bidding, and
construction services for improvements to the Wastewater Treatment Plant and Sawyer Creek Pumping
Station, as identified in the 2011 Capital Improvement Program. Pumping station improvements included
replacement of the electrical control panel and the addition of a back-up generator. Treatment plant work
included replacement of the central gate between aerated grit chambers, installation of isolation gates on
four primary clarifier effluent channels, repair of miscellaneous above-grade primary clarifier concrete,
and replacement of submerged inlet baffles on the secondary clarifiers.
Additional services were required during the design phase to prepare an application and documentation
for a hearing by the Board of Appeals for project approval. Additional services were also required during
the bidding phase because the original bid came in over project estimates and the decision was made to
rebid the project. The results of rebidding this project resulted in a savings of$217,200.
The original agreement was in the amount of$130,000. The amendment is for$44,000, which brings the
total for engineering services expense to$174,000. This project is funded through the Capital
Improvements Program (Wastewater Utility Fund). Funding for these services is available in this account.
Section 12-10(D)(5) of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal sealed
quotes. In accordance with Section 12-10(E) of the Code, I am hereby submitting this report regarding
this engineering services contract.
