HomeMy WebLinkAbout05. 12-351 JULY 10, 2012 12-351 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE & EXECUTE RELOCATION ORDER; APPROVE DETERMINATION OF NECESSITY TO ACQUIRE PROPERTIES AT 248 & 250 DAKOTA STREET; 670, 676, 680, 688, 690 & 702 WEST 3RD AVENUE; & 155 SOUTH CAMPBELL ROAD TO UPGRADE THE PUBLIC WORKS FIELD OPERATIONS FACILITY (CENTRAL GARAGE) ON WITZEL AVENUE / IDAHO STREET / CAMPBELL ROAD / WEST 3RD AVENUE INITIATED BY: DEPARTMENT OF PUBLIC WORKS PLAN COMMISSION RECOMMENDATION: Approved WHEREAS, the Common Council previously approved the Witzel Avenue location for construction of a new public works field operations facility; and WHEREAS, the Department of Public Works is recommending the acquisition of various parcels, per the attached “Exhibit A”, to accomplish said purpose. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Common Council determines that it is necessary and a public purpose for the City to acquire properties described in the attached for construction of a new public works field operations facility. BE IT FURTHER RESOLVED by the Common Council that this resolution constitutes a Relocation Order for acquisition of property described in the attached in accordance with the title acquisition procedure set forth in Wisconsin Statutes, Section 32.05, said properties being located in the City of Oshkosh on Dakota Street, West 3rd Avenue and South Campbell Road. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to execute any and all documents necessary for implementation of this order and that a certified copy of this Resolution shall be filed with the Winnebago County Clerk within twenty (20) days of its adoption. BE IT FURTHER RESOLVED that this Resolution shall be effective immediately upon its passage and publication. The City is requesting to acquire this area to incorporate the land as part of the Central Garage renovation which location the Plan Commission and Common Council approved in April of 2012. The surrounding area includes the existing Central Garage facility to the north and west, State/UWO property to the east and a mix of vacant residential and light industrial parcels and a two-family dwelling to the south. ANALYSIS The Central Garage facility is currently located on 12.3 acres of land along the south side of Witzel Avenue between Ohio Street and Idaho Street. The facility is not large enough to house the Sanitation Division and other equipment necessitating the use of other facilities for these purposes. In April of 2012, both the Plan Commission and Common Council voted to reconstruct the Central Garage facilities at the Witzel Avenue location and additional land is required to do so. A comprehensive analysis was performed and indicated that 14 to 15 acres of land is necessary to house the existing operations and allow for future expansion. The additional land will also allow the facility to be built. with increased setbacks off of Witzel Avenue and is consistent with existing uses and the land use recommendation of the Comprehensive Plan. FISCAL IMPACT None anticipated other than the acquired properties will be removed from the property tax roll. RECOMMENDATION The Plan Commission approved of this request at its July 3, 2012 meeting. The additional land will also allow the site to be developed in a manner that allows future expansion to occur without the need to reconstruct significant portions of the site. The proposed use of the subject site is similar in nature to the existing uses and does not conflict with the land use recommendation of the Comprehensive Plan. Rehabilitation of the subject site in conjunction with the current Central Garage facility should improve the aesthetics of the property compared to what is there currently based on proposed site plans provided by the City's consultant. RECOMMENDATION/CONDITIONS Planning staff recommends approval of the proposed land acquisition as requested. The Plan Commission approved of the land acquisition as requested. The following is the Plan Commission's discussion on this item. Mr. Nau presented the item and reviewed the site and surrounding area as well as the land use and zoning classifications in said area. He reviewed the parcels proposed to be acquired and stated that the renovation of the City's Central Garage should improve the aesthetics of the current site and is consistent with the existing uses in the area and the City's Comprehensive Plan. There was no discussion on this item. Motion by Vajgrt to authorize the acquisition of property located at 670 to 702 W. 3rd Avenue (north side) & 155 S. Campbell Road. Seconded by Nollenberger. Motion carried 8-0.
