PURPOSE: AWARD BID FOR AERATION SYSTEM FOR MENOMINEE PARK
LAGOON TO AQUATIC BIOLOGISTS, INC. ($25,280.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids Landscaping
Services for Otter Avenue Parking Lot; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
AQUATIC BIOLOGISTS, INC.

Total Bid: $25,280.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Aeration System for Menominee Park Lagoon
BACKGROUND
The Council approved and allocated $27,000 in the 2012 CIP for an aeration system to be
installed in the Menominee Park Lagoon. Once installed the system will increase decomposition
of sediment in the lagoon basin and reduce the need for future dredging. The system will also
increase basin depths to retain additional storm water and reduce submerging weed growth. With
reduced weeds and increased depths the lagoon will provide better habitat for fish and more area
for our amusement water rides to navigate. The water rides provide a great revenue source for the
Parks Department and we anticipate that better conditions will result in increased usage.
ANALYSIS
Working in conjunction with the Parks Department, Purchasing reviewed and prepared proposals
seeking vendors for this unit. The bids were advertised in the local paper, sent to known aeration
equipment dealers and posted online on NovusVendor. Bids were received on June 15, 2012.
The bid tab is attached. Parks Depat tment and Purchasing staff reviewed the sole bid received
from Aquatic Biologists, Inc. and determined it met the minimum bid specifications. The bid
includes equipment and labor to install this system.
FISCAL IMPACT
This project will have a fiscal impact of$25,280. This item was budgeted in the 2012 CIP major
equipment replacement at$27,000. Funding for this item would be charged to CIP account: 323-
0610-7204-06212
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Aquatic Biologists, Inc. for
$25,280.
