MEMORANDUM

RE: Initial Resolution for Hot Mix Asphalt Paving and Utilities
BACKGROUND
This resolution is the initial resolution for allowing the City to assess abutting property owners for
improvements completed by the City. Ceape Avenue from Court Street to Mill Street, Poplar Avenue from
Broad Street and Bay Street, and the alley between Ceape Avenue and Otter Avenue and between Broad
Street and Mill Street are proposed to receive an asphalt overlay. Curb and gutter repair is required for
the street locations. Limited distances on the side streets will also receive the overlay to blend the two
surfaces together. The assessable work includes asphalt pavement, grading and gravelling, curb and
gutter repair, and sidewalk repair.
ANALYSIS
The resolution allows City Staff to proceed with the estimates for the projects including preparing
assessments for the abutting properties. A public hearing and final resolution need to be approved by the
Council prior the assessments being levied on the properties.
FISCAL IMPACT
Assessments are an important part of the funding sources needed to perform improvements. Funding for
the project is available in the 2012 Street Construction Section of the Capital Improvement Program.
RECOMMENDATIONS
I recommend approval of the initial resolution.
