U dates are as follows; D Steve Herman Deb Allison er H Develop a Tracking System for the Oshkosh Transit System—During the May 9th Tom Pech,Jr council meeting, Transportation Director Chris Stron g p resented several options to Bob Poeschl the council including information on Automatic Passenger Counting Systems, CITY MANAGER Automatic Vehicle Location Systems and a Full Electronic Payment System. At that Mark A.H°hloff time, staff was directed to research tracking options that reflect a combination of the two preferred systems, Automatic Passenger Counting and Automatic Vehicle Location. Staff is currently awaiting confirmation of a grant, which was approved by Council in February, through the Federal Transit Authority which will produce additional funding and program options for a passenger tracking system. Staff expects a response from the FTA within the coming weeks. If the grant is not awarded to the City, staff will continue to research options in hopes of hosting a workshop at the end of August or beginning of September. Develop a Plan that Centralizes Economic Development for the City of Oshkosh — Community Development Director Allen Davis and I have met with several consulting firms and are currently negotiating a contract with one of the agencies to analyze the different options the city may have in regards to economic development. We hope to have a contract in place as soon as possible, so that work may begin mid to late July. The purpose of the study will be to analyze a range of alternatives for economic development including a recommended organization structure. The consultant will assist in analyzing current resource allocation in an attempt to identify redundancies as well as opportunities to improve efficiencies and effectiveness within current operations. Mr. Davis and myself realize that no matter the outcome of the study or which direction the council chooses to pursue, the City will always have a major stake in the economic development process due to the City's control of TIF's, industrial park, and other available lands for sale. During this process we intend to solicit feedback and information from stakeholders with a local interest and a state wide interest. It is my intention to select a consultant within the coming weeks and to have a finalized study before the year's end. Update and Implement Revised Zoning Regulations and Codes— Staff members from the Community Development Department and Council Member Cummings, recently interviewed a number of consulting firms to assist with updating and implementing changes to the current zoning regulations. The team has selected the Chicago based firm of Lakota Consulting to assist the department, with the expectation of work beginning before the end of the July. The project will include the development of zoning regulations and codes that utilize visual references while providing opportunities for input from the public and neighborhood organizations. An incentive program will also be developed in conjunction with the Healthy Neighborhoods initiative. This process will begin in July, with public input being sought in August/September, and a draft guide or draft ordinance being presented to the Planning Commission and the Common Council in December. Develop and Implement an Updated Strategic Plan for the City—Mr. Fitzpatrick and I have selected Walter Jankowski of ReInvention LLC out of Madison to act as the facilitator for our staff and council retreat. Mr. Jankowski will also be joined by Liz Menzer from the Wisconsin Center of Performance Excellence (WCPE). Since our success in strategic planning will be tied to our ability to track and measure progress, we believe our partnership with Mr. Jankowski and the WCPE will better enable us to link the strategic planning process to performance measurement. The workshop on the 16th will allow council and staff to review the progress of the current strategic plan and establish new priorities for 2013 and 2014. Develop and Implement a Pay for Performance System for all Non-Represented Employees —On June 28th, I held a virtual meeting with employees to discuss my need for employee input on issues affecting our entire organization. I am soliciting involvement in employee focus groups, which will advise me on issues by reviewing the current status of an issue, best practices, the environment in which we are operating, and alternatives that may be available to address issues. In addition to providing me with input, I will rely on these groups to help communicate these issues back to fellow employees. The groups will be diverse by design so that they represent a cross section of departments and all levels of the organization. One of the focus groups will assist in researching and recommending a Pay for Performance program. I will be giving the focus groups some initial direction on what I am immediately seeking so that they may provide me with relevant input up through the budget process. I plan for these groups to continue to provide me with input on an ongoing basis into the future. As these groups advise me, you will see the value of their influence as I make recommendations to Council on policies from these areas.
