PURPOSE: AWARD BID FOR LANDSCAPING SERVICES FOR OTTER AVENUE
PARKING LOT TO CLOVERLEAF LANDSCAPING & RETAIL CENTER
INC ($16,875.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids Landscaping
Services for Otter Avenue Parking Lot; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
CLOVERLEAF LANDSCAPING & RETAIL CENTER, INC.

Total Bid: $16,875.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Landscaping Services for Otter Avenue Parking Lot
BACKGROUND
In the 2011 CIP the Common Council allocated $333,000 for the reconstruction of the Otter
Avenue Parking lot, including design, construction and construction management. At their
August 4, 2011 meeting the Council awarded the reconstruction of the Otter Avenue Parking lot
to LaLonde Contractors. Construction work was completed in November, 2011. The final work
to complete this parking lot project is to provide landscaping materials for the biofilter areas and
the parking lot islands. The purpose of this memo is to summarize the bid process for these
landscaping services.
ANALYSIS
Working in conjunction with Transportation and Forestry staff, the Purchasing Division reviewed
and prepared bid specifications for these landscaping services. The bids were advertised in the
local paper and posted online on NovusVendor. Bids were received on June 14, 2012. The bid tab
is attached. City staff reviewed the bids and concluded the sole bid from Cloverleaf Landscaping
&Retail Center Inc. met the minimum bid specifications.
FISCAL IMPACT
The 2011 Capital Improvement Program included $333,000 for reconstruction of this lot. To date
construction costs for this project (including architect and engineering fees) total approximately
$168,800. Factoring in the bid for these final landscaping services ($16,875) this project is
expected to come in under budget. These landscaping services would be charged to A/N#: 323-
1717-6401-06135.
RECOMMENDATION
We recommend the Common Council award the Landscaping Services — Otter Avenue Parking
Lot bid to Cloverleaf Landscaping & Retail Center, Inc. for $16,875. Please contact myself or
