POSSIBLE AMENDMENTS TO SPECIAL ASSESSMENT POLICY
At the May 29 Council Workshop, staff provided the Council with a presentation regarding the city's
special assessment policy, including a discussion of the comparison of our policy relative to other
communities, and possible changes that may be possible to the city's current special assessment policy.
Through the presentation provided by staff, the following areas were identified as areas that the Council
may wish to consider amendments to the special assessment policy. These policies are as follows:
• Useful life of improvements, particularly concrete pavement
• Resident or commercial share of sheet improvements
0 Use of prior year costs to determine special assessment rates for new year
• Use of aggregate special assessment costs to dictate repayment length
• Interest rate on unpaid special assessments
• Hardship provisions for indigent or low income residents
The above mentioned issues are an example of the policy issues that were brought to Council's attention
that may be worthy of discussion and/or consideration of amendments to the policy. Council Members
can certainly bring up other issues that may have been discussed at the Workshop. I used this list as a
starting point for Council's discussion in order that you can provide staff with direction on any changes
you wish to make to the special assessment policy. I look forward to having this discussion with Council
at your June 12`' meeting.
