PURPOSE: AWARD BID FOR 1/2 TON 4X4 EXTENSION CAB PICKUP TRUCK
FOR WATER DISTRIBUTION DIVISION TO EWALD’S HARTFORD
FORD ($37,316.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for a ½ Ton 4x4
Extension Cab Pickup Truck for Water Distribution Division and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- %2 Ton 4X4 Extension Cab Pickup Truck for Water Distribution
BACKGROUND
The Council allocated $27,300 in the 2012 CIP for a new /2 ton 4X4 extension cab pickup truck for
Water Distribution. The new unit will be replacing a 2002 Chevrolet Van with 113,500 miles.
Required repairs on the van engine will exceed the value of the unit.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking
vendors for this unit. Bids were advertised in the local paper and posted online on NovusVendor.
Bids were received on May 23, 2012. The bid tab is attached. Comparisons of both standard gasoline
and CNG engine options for this vehicle based on current standard gasoline and CNG fuel costs
concluded that the additional $14,000 cost for the CNG engine option would be paid back in
approximately 5 years from reduced CNG fuel costs (approximately 50% less than standard gasoline).
Taking also into consideration that this vehicle's use is applicable to a CNG engine option and that it
is the City's goal to continue to expand its CNG fleet to help realize additional CNG fuels savings in
the future, it is the recommendation of staff that the City purchase this vehicle with the CNG engine
option. The Street Division and Purchasing's review concluded the CNG engine option bid from
Ewald's Hartford lord met the minimum bid specifications. It should be noted this CNG engine
comes with both gasoline and CNG tanks and can operate on either fuel. Delivery is expected around
the same time as the sanitation vehicles between mid- September and early October.
FISCAL IMPACT
With trade -in this unit will have a fiscal impact of $37,316. This item was budgeted in the 2012 CIP
major equipment replacement at $27,300. Funding for this item would be charged to CIP A/N# 541-
1810 -1788- 00000. The overage ($11,516) would be charged to the $20,417 savings realized from the
hydraulic concrete breaker bid (CIP A/N# 541 -1810- 1738 - 00000) approved at the May 22, 2012
council meeting.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Ewald's Hartford Ford for $37,316.
