FOR WATER FILTRATION PLANT CHEMICAL AND ELECTRICAL SYSTEM IMPROVEMENTS ($897,100.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh has heretofore advertised for bids for Water Filtration Plant Chemical and Electrical System Improvements; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: AUGUST WINTER & SONS, INC. 2323 N. Roemer Road PO Box 1896 Appleton, WI 54912-1896 Total Bid: $897,100.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Brand, Public Works Utility Bureau Manager DATE: June 6, 2012 RE: Award Bid for Public Works Contract No. 12 -10 for Water Filtration Plant Chemical and Electrical System Improvements Projects by August Winter & Sons, Inc. 1 $897,100.00 BACKGROUND This project includes replacement of Water Filtration Plant chemical feed systems and electrical equipment that has reached its useful life and was included in the 2011 Capital Improvements Plan. Chemical feed equipment includes the alum feed system and the second phase of replacement of the chlorine and ammonia system. Electrical improvements include replacement of variable frequency drives on backwash water pumps and the plant uninterruptable power supply (UPS) that powers the computer control system during power outages until the back -up generators come on line. ANALYSIS Bids were opened on June 5, 2012 with two contractors bidding on the project. The bids were reviewed by our consultant, CH2M Hill Engineers, Inc., and the recommendation is to reject the Bid Alternate for extended warranty on the UPS and award the low bid to August Winter & Sons of Appleton, Wisconsin in the amount of $897,100.00. FISCAL IMPACT This project is included in the 2011 Capital Improvements Program under the Property Improvements and Equipment Sections (Water Utility Fund), and the necessary funding is available for this project. RECOMMENDATIONS recommend award to August Winter & Sons, Inc. of Appleton in the amount of $897,100.00 for this project. Respectfully Submitted, Approved: Stephan M. Brand Mark A.
