PURPOSE: AWARD BID TO LUNDA CONSTRUCTION FOR WM. STEIGER
PARK RIVERWALK IMPROVEMENTS ($973,411.70)
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for
construction of a bike/pedestrian riverwalk on the south side of the Fox River, in Wm.
Steiger Park; and
WHEREAS, upon the opening and tabulation of bids it appears that the following
is the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that said partial base bid is hereby accepted and the proper City officials are
hereby authorized and directed to enter into an appropriate agreement for the purpose
of same, all according to plans, specifications, and bid on file. Money for this purpose
is hereby appropriated from:

SUBJECT: Southshore Riverwalk— William A. Steiger Park, Ohio Street to 4th,
Bid Award
BACKGROUND
The City has designed and solicited bids for the first phase of construction of the south shore
portion of the proposed river walk. This portion of the Riverwalk is designed to avoid the
existing fishing structures near the City fishing pier.
The project includes the standard riverwalk with benches and lighting from Ohio to the fishing
pier. In addition, the project also includes redecking and lighting the City fishing pier to match
the Riverwalk design. The project also includes shoreline clean-up and improvements by
removing foreign structures from the river edge and river bottom and replanting native
vegetation. The alternate bid is for the installation of an asphalt trail along the east side of
Michigan St. from the City fishing pier south to 4th Ave. in order to connect the Riverwalk to the
residential neighborhood to the south.
The next phase of the south shore Riverwalk is planned for the Boatworks property in 2013.
ANALYSIS
The City has obtained the following grants for the project:
• $ 320,000.00 from WisDNR Urban Rivers Grant
• $ 222,255.00 from WisDNR Local Parks Development Grant
$542,255.00 Total Grant funding
These grants require a City match. The City matching funds are planned to be financed by Tax
Increment Finance (TIF) #20. It is planned that future development will pay the local match for
the WisDNR grant funds.
As indicated on the attached memo, the City received one bid. Three potential bidders attended
the pre-bid meeting. The City awarded Lunda Construction the City Center segment of the
Riverwalk on the north shore this spring.
As the attached bid tabulation indicates,the base bid from Lunda Construction is $940,295.35.
In addition, Lunda's alternate bid for the asphalt extension to 4th Avenue is $33,116.35 for a
total bid of$973,411.70. It is believed that the bid is consistent with costs in the other Riverwalk
segments.
RECOMMENDATION
The City Council awards the base and alternate bids for a total of$973,411.70 for the William
Steiger Park riverwalk to Lunda Construction.
FISCAL IMPACT
The City 2012 CIP has allocated $2,410,000.00 in City funds and $500,000 in grant funds for a
total of$2,910,000 for William Steiger Park development. This Riverwalk portion of the Steiger
Park project including lighting, landfill fees and engineering fees will total about$1,300,000.
The balance of the CIP funds will be used in the next phase of development of Steiger Park
including the Boatworks property.

AECOM has completed a review of the bid received for the William Steiger Park Riverwalk. The
bidding process followed the municipal advertising requirements. A mandatory prebidding meeting
was conducted that had three qualified general contractors attend. Although only one bid was
submitted, it is our opinion the Lunda bid was competitively generated.
AECOM recommends the City of Oshkosh consider retaining Lunda Construction Co. for the
construction of the William Steiger Park Riverwalk. AECOM's review of the bid dated May 15,
2012, finds the rates consistent with previous constructed Riverwalks. By retaining the same
contractor for William Steiger Park Riverwalk there is potential for reduced contractor coordination
and an increased construction efficiency and consistency. In addition, Lunda's quality of work on
the Marion Zone Riverwalk Docks project was excellent. Therefore,AECOM recommends the City
of Oshkosh consider awarding the contract to Lunda Construction Co.
