PURPOSE: AWARD BID FOR DUMP TRAILER WITH ELECTRIC TARP SYSTEM
FOR STREET DIVISION TO DECLEENE TRAILER SALES ($42,975.25)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a Dump Trailer
equipped with Automatic Electric Tarp System for the Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Bid with Trade: $42,975.25
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Dump Trailer w/Electric Tarp System for Street Division
BACKGROUND
The Common Council allocated $55,000 in the 2012 CIP for a new rear dump trailer for the
Streets Division. The current unit is a 1998 Trail King side dump trailer. The side dumping
design of the current trailer is very inefficient and does not perform properly for the operational
needs of the Street Division. A new trailer with rear dumping capabilities will perform more
effectively in a safer manner.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for this unit. Bid requests were sent to vendors who have received invitations to
bids in previous years. In addition the bids were advertised in the local paper and posted online
on NovusVendor. Bids were received on May 4, 2012. The bid tab is attached. The Street
Division and Purchasing reviewed the bids received and concluded the low bid from DeCleene
Trailer Sales met the minimum bid specifications.
FISCAL IMPACT
With trade-in this unit will have a fiscal impact of$42,975.25. This item was budgeted in the
2012 CIP major equipment replacement at $55,000. Funding for this item would be charged to
CIP A/N#: 323-0430-7204-06226.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to DeCleene Trailer Sales for
$42,975.25.
