PURPOSE: AWARD BID FOR AIR SUSPENSION DRIVER SEATS FOR
TRANSPORTATION DEPARTMENT TO DAIMLER BUSES NORTH
AMERICA, INC. ($25,025.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Thirteen (13)
Air Suspension Driver Seats for the Transportation Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $25,025.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Air Suspension Driver Seats for Transportation Department
BACKGROUND
The Common Council approved $32,500 in the Transit Utility's 2012 Operating Budget (capital
outlay) to purchase thirteen (13) air suspension driver seats for pre-2010 buses. The new air
suspension driver seats will replace the existing mechanical spring driver seats currently used in
Oshkosh Transit System's 1997 and 2003 model year buses. The existing mechanical spring
driver seats are at the end of their useful life and require replacement. The new air suspension
driver seats will provide better lumbar support and absorb shock more effectively.
ANALYSIS
Working in conjunction with the Transportation Depaitment, Purchasing reviewed and prepared
bids seeking vendors for this item. Bid requests were sent to vendors who were known bus parts
suppliers. In addition,the bid document was advertised in the local paper and posted online on the
State of Wisconsin's Vendornet. Bids were received on May 10, 2012. The bid tabulation is
attached. The Transportation Department and Purchasing reviewed the bids and concluded the
low bid from Daimler Buses North America Inc. meets the minimum bid specifications.
FISCAL IMPACT
These units will have a total fiscal impact of$25,025. State and Federal grant funding will cover
53 percent of the purchase price ($13,263.25), with the remaining 47 percent ($11,761.75)
covered by City funds. Funding for this item is available in the Transit Utility's 2012 operating
budget and it would be charged to A/N#: 511-1728-1786-00000.
RECOMMENDATION
Purchasing recommends the Common Council award the bid to Daimler Buses North America
Inc for$25,025.00.
