HomeMy WebLinkAbout07. 12-252 MAY 22, 2012 12-252 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF FIRE ENGINE & HAZMAT VEHICLE FOR FIRE DEPARTMENT TO FIRE APPARATUS & EQUIPMENT – WAIVE FORMAL BIDDING ($703,136.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, one of the City’s fire engines and a hazmat vehicle have surpassed their years of service and require replacement; and WHEREAS, the entire fleet of fire apparatus are Pierce vehicles and standardization is critical to ensuring safe and efficient operations; and WHEREAS, Fire Apparatus & Equipment is a supplier for the Pierce vehicles and it is therefore recommended to waive bids pursuant to Section 12-10(D) of the Oshkosh Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to waive bids and to purchase a fire engine and hazmat vehicle from: FIRE APPARATUS & EQUIPMENT P.O. Box 297 Appleton, WI 54912 Total: $703,136.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Director DATE: May 15, 2012 RE: Purchase of Fire Engine/Hazmat Vehicle and Waiver of Bids BACKGROUND The Common Council allocated$500,000 in the 2012 CIP for the replacement of a fire engine for the Fire Department. The engine being replaced is from 1991 with 21 years of service. The replacement schedule for engines is 15 years of front line service and five years in reserve for a total of 20 years of service,which this vehicle has exceeded. With the age of this vehicle,mileage and engine hours it has no trade-in value. As such it will either be sold at auction or for parts after the new fire engine unit is incorporated into the fleet. The other vehicle proposed for replacement is our Hazmat Rehabilitation Vehicle used for by our Hazardous Materials Team. This vehicle has a 1981 chassis and the body was rebuilt in 1993 and is used for response to hazardous materials incidents and also serves as a rehabilitation area /shelter for firefighters during extended firefighting operations. The funding for this vehicle is provided by our Regional Hazardous Materials contract with the State of Wisconsin. After a new rehabilitation vehicle is incorporated into the fleet the current unit will be turned over to the Police Department for use in their community policing program. ANALYSIS With the exception of the fire engine being replaced as part of this purchase and another spare backup, our entire fleet of fire apparatus is Pierce vehicles. The Pierce chassis' and bodies have met our operational needs and have proven very reliable over the years. Pierce is also a local company and as such, has been able to respond in a very timely manner to the few minor issues we have experienced. Working with Pierce we can ensure that the design of both of these vehicles can be done in a standard configuration with the rest of our fleet. This standardization is critical to ensuring safe and efficient operations during emergency situations. In addition, this standardization provides many operational maintenance efficiencies in such areas as part replacements,part stocking,repairs/troubleshooting and more. For these reasons it is the consensus of the Fire Department and Purchasing to recommend that we purchase these vehicles from Pierce Manufacturing. By working with the local Pierce dealer (Fire Apparatus&Equipment), and negotiating multi-vehicle and pre-payment discounts we have secured a purchase price for the fire engine at $483,784.00 and $219,352.00 for the HazMat Rehabilitation Vehicle. Due to the unique design of the Pierce fire engine which locates the fire pump under the engine cab it is difficult to make a price comparison as there are no other n t� manufacturers providing equipment in this configuration. The rehabilitation vehicle is competitively priced and even more so with the multi-vehicle discount and pre-payment options. FISCAL IMPACT The fiscal impact of the total purchase will be $703,136. The fire engine will be purchased from the 2012 CIP A/N #: 323-0230-7210-06216 which has $500,000 allocated and is $16,216 below that amount as recommended. The HazMat Rehabilitation Vehicle will be purchased from the Hazardous Materials Team Special Fund A/N #: 217-0230-7210-20552 and is within the funds available in this account. RECOMMENDATION Fire Depai tment and Purchasing personnel reviewed the Pierce pricing and recommend that the Common Council waive bids pursuant to Section 12-10 D (1) of the Oshkosh Municipal Code using standardization as the overriding consideration and authorize the purchase of one Pierce Dash CF Fire Engine and one HazMat Rehabiliation Vehicle on a Ford F650 chassis from Fire Apparatus & Equipment, P.O.
