HIGHWAY IMPROVEMENT PROJECT LIMITS: Jackson/Oregon Street Bridge

The signatory City of Oshkosh hereinafter called the Municipality, through its undersigned duly authorized
officers or officials, hereby requests the State of Wisconsin Department of Transportation, hereinafter called the
State,to initiate and effect the highway or street improvement hereinafter described.
The authority for the Municipality to enter into this agreement with the State is provided by Section 86.25(1),
(2), and (3) of the Statutes.
NEEDS AND ESTIMATE SUMMARY:
Existing Facility (describe and give reason for request): The Municipality in cooperation with Progress Oshkosh, a non
profit organization,wish to install profile lighting on the side of the Jackson/Oregon St.bridge.
Proposed Improvement (nature of work): The proposal is to install 16 LED color changing lights, 8 on each side of the bridge
to illuminate the structure. The work will include controllers and conduit.
Describe non-participating work included in the project contract: The City will pay for all installation, electric,
maintenance and removal costs.
This request is subject to the terms and conditions that follow and is made by the undersigned under proper
authority to make such a request for the designated Municipality and upon acceptance by the State shall
constitute agreement between the Municipality and the State.

TERMS AND CONDITIONS:
1. The Municipality understands the lights can not interfere with the Bridge Operators ability to operate the bridge. The City
will adjust/remove the lights to avoid conflicts with the operators cameras or vision.
2. The Municipality will remove and replace the lights as needed for State bridge maintenance. The State shall provide the City
with at least 2 week notice unless under emergency.
3. The Municipality will be responsible for all costs associated with the installation and maintenance.
4. All brackets and mounting methods are pre-approved by DOT.

hereby makes a proposal to fund and/or construct a Public Improvement Project,
memorial, tribute, or work of art consisting of decorative LED bridae lighting to
be attached to the Jackson Street/Oregon Street bridge
The intended purpose of this donation is to illuminate the exterior bridge,
structure at night as an artistic feature. to complement a similar lighting scheme
on the Main Street bridge
Proposed location Jackson Street/Oreaon Street bridge over the Fox River
This Donation subject to the following restrictions/conditions (if any): City will be
responsible for operation and maintenance of decorative lighting system.

Condition, Conservation and Maintenance Requirements: City will replace lights,
when two or more are non-functional. This maintenance will be subject to the
availability of suitable maintenance eauipment, will not supersede electric
division activities related to public safety, and may be subiect to the navigability
of the river.

What is the intended lifespan of the Project? Brackets intended to last until
bridge needs to be constructed. Lights are expected to last 10-15 years without
replacement.
What short and long-term maintenance may be required and what is the
anticipated cost of such maintenance? City will be responsible for oroaramming
and modifying liahtina sequences. replacing lightina fixtures. and paying for
electricity costs. Lightina seauences have been previously proarammed for Main

The City of Oshkosh will make reasonable efforts to accoe a ode to he and/or intended
purpose of the donation but reserves the right to
of any item funded through donated funds as the City of Oshkosh may deem fit.
This agreement shall not take effect until the Common Council for the City of
Oshkosh has specifically accepted this donation.
