RE: Amend Engineering Services Agreement
Southwest Industrial Park Expansion / Foth Infrastructure & Environment(Foth)
In 2009, Engineering Division staff requested a proposal from Foth Infrastructure & Environment to
perform the final design engineering and prepare construction plans/specifications for Phases 3 and 4 of
the Southwest Industrial Park. The expansion area is north of the Wisconsin Southern Railroad line,
south of the YMCA, and east of Clairville Road. The proposed work includes plans for site grading, storm
water management, sanitary sewer, water main, streets, and right-of-way/easement documentation and
staking.
A proposal was requested from Foth Infrastructure & Environment due to their involvement and familiarity
with the project. Foth performed the preliminary engineering work to lay out the streets/utilities and
performed environmental reviews for wetlands/other environmentally sensitive areas. This project has
been delayed due to wetland delineations and coordination with Wisconsin Southern Railroad for the
crossing of Global Parkway. Additional compensation is also due Foth for cost of living price increases.
An amendment is recommended in the amount of$50,100.
Section 12-10(D)(5) of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be approved by the City Manager without the use
of formal, sealed quotes. In accordance with 12-10(E) of the Code, I am hereby submitting this report
regarding this contract award. Funds for these services are budgeted in the Street, Storm Sewer,
Sanitary Sewer, and Water Main sections of the CIP.
