RE: Agreement for Engineering Services Storm Water Pollution City-Wide Analysis /
AECOM Technical Services, Inc. (AECOM)
Storm water pollution from the City of Oshkosh's storm water conveyance system is regulated
under the Municipal Separate Storm Sewer System (MS4) permit from the Wisconsin
Department of Natural Resources (WDNR). This permit requires the City calculate the quantity
of storm water pollution (measured as tons of Total Suspended Solids) discharging from the
City's storm sewer system. In December 2008, the City completed a storm water pollution
modeling analysis under a WDNR-funded grant. Since that time, the WDNR has implemented
new policies and procedures for the storm water pollution analysis requirements under the MS4
permit. The City has also implemented several storm water pollution control practices since the
2008 plan. AECOM has been selected to prepare an update to this analysis to meet current
WDNR requirements, utilizing as much information as possible from the 2008 plan and
incorporating the practices constructed since 2008.
AECOM was selected to perform these services due to their intense familiarity with the current
City-wide storm water pollution model, which will reduce the need to re-do existing work. The
cost of these services is estimated not to exceed $135,763. Funding is available in the Storm
Water Utility.
The work performed in conjunction with this project is partially funded by a WDNR grant through
the Urban Storm Water Grant program. The grant will reimburse the City of 65% of the project
cost, up to a maximum of$80,000.
Section 12-10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12-10(E) of the Code, I am hereby submitting this
report regarding this contract award.
