PURPOSE: APPROVE FIRST PHASE OF GREAT NEIGHBORHOODS
CAPITAL IMPROVEMENT PROGRAMS FUNDING IN
THE AMOUNT OF $170,000
INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT
WHEREAS, the Common Council approved funds in the 2011 and 2012 Capital
Improvement Program for public improvements to be undertaken as part of a Great
Neighborhoods Program; and
WHEREAS, protection and improvement of the City’s neighborhoods is critical to
maintaining a healthy and sustainable community; and
WHEREAS, staff received input from various Neighborhood Associations on
potential public improvements and/or activities that could be undertaken with said funds;
and
WHEREAS, staff is recommending the following activities and/or improvements
be undertaken with said funds as the first phase of the Great Neighborhoods Program:
1) Neighborhood Identification Signage $ 5,000
2) Historic District Street Signs $ 15,000
3) Stevens Park Pathway Improvements $100,000
4) Stevens Park Bleachers $ 1,500
5) Community Gardens $ 3,000
6) Terrace Trees $ 25,000
7) NeighborWorks Model Block Improvements $ 20,500
TOTAL $170,000
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that activities and/or improvements, as noted above, to be undertaken as part
of the Great Neighborhoods Program, are hereby approved and the proper City officials
are hereby authorized and directed to take those steps necessary to implement said
program.

RE: Approve First Phase of Great Neighborhoods Capital Improvement Program Funding
BACKGROUND
The Council approved allocations of$250,000 each in the 2011 and 2012 City of Oshkosh Capital
Improvement Program for Great Neighborhoods Program Public Improvements. To date, no dollars
have been spent.
ANALYSIS
After consultation with Stevens Park Neighborhood Association, Middle Village Neighborhood
Association,NeighborWorks and city staff, the following items are being proposed for Council
consideration for Phase I of this program:
1. Neighborhood Identification Signage $5,000
• Signage to identify established neighborhood association boundaries. Currently, there
are three
• Signage type and placement TBD
2. Historic District Street Signs $15,000
• Washington Avenue Historic District was not completed when other signage installed
due to lack of funds
• Additional historic districts may be developed in the future
• Signs to be designed similar to existing historic district streets signs
3. Pathway Improvements—Steven Park $30,000
• Mill/overlay existing pathways
• New ADA accessible paths to playground and ball diamond
• Can add to bid for reconstruction of Stevens Park Tennis Court (funding of$70,000
already approved within Great Neighborhoods Program)
4. Bleachers—Stevens Park $1,500
• Two sets, three rows high
5. Community Gardens $3,000
6. Terrace Trees $25,000
• To be planted in addition to the Taking Root Program, which is now focusing on
gateway areas of the city instead of neighborhoods
• To be planted in conjunction with other projects such as street reconstruction, housing
rehabilitation, Habitat for Humanity builds,NeighborWorks Good NEIGHBOR
projects, etc.
7. NeighborWorks Model Block Improvements $20,500
• Public improvement projects in conjunction with NeighborWorks block improvements
• Streetscaping, sidewalks, aprons, lights, utilities, etc.
Total for Phase I projects $170,000
FISCAL IMPACT
No additional costs anticipated.
RECOMMENDATION
Staff is recommending approval of the First Phase of Great Neighborhoods Capital Improvement
Program Funding
