HomeMy WebLinkAbout14. 12-230 MAY 9, 2012 12-230 RESOLUTION (CARRIED___7-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AUTHORIZE POLICE DEPARTMENT GRANT/2012 EDWARD BYRNE JUSTICE ASSISTANCE GRANT (JAG) THROUGH U.S. DEPT OF JUSTICE FOR MISCELLANEOUS POLICE EQUIPMENT ($26,210.00) INITIATED BY: OSHKOSH POLICE DEPARTMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to approve application for a grant agreement with U.S. Department of Justice for: Edward Byrne Memorial Justice Assistance Grant to assist local law enforcement to purchase and install Air Cards in mobile computers and to purchase Tasers for deployment to the Winnebago County Sherriff’s Department. Greuel, Chief of Police DATE: May 2, 2012 RE: Acceptance of Edward Byrne Memorial Justice Assistance Grant BACKGROUND The Oshkosh Police Department has been notified that we are eligible to receive a federal grant through the Edward Byrne Memorial Justice Assistance Grant (JAG) program. Program guidelines require that the application process be reviewed and approved by the governing body of the unit of local government prior to submitting the application to the Bureau of Justice Assistance. A public notice was also printed in the Oshkosh Northwestern on April 17, 2012 as required, without any public comments received by our agency. Justice Assistance Grant funds to local governments are based on a formula that calculates direct allocations based on their share of total violent crime reported within the state and the City of Oshkosh as indicated in the annual Uniform Crime Report (UCR)that we are required to submit monthly. The grant can be used to purchase equipment needed to support public safety services. The JAG grant application deadline is May 14, 2012. The eligible allocation to the Oshkosh Police Department under the 2012 Byrne JAG Grant is $26, 210. The City of Oshkosh will act as the fiscal agent for the grant, which will be administered by the Oshkosh Police Department. A Memorandum of Understanding (MOU) is signed by Winnebago County officials as well because of the disparate allocation of funds as no other law enforcement agency in Winnebago County was awarded funds by the granting authority for this specific grant. ANALYSIS We intend to share this grant with the Oshkosh Fire Department, Oshkosh Information Technology Department and the Winnebago Co. Sheriff's Office based on identified needs in the delivery of our services to our communities. By the end of 2012, an upgrade is being implemented to the Computer Aided Dispatch (CAD) software in the countywide communications center and in the mobile computers in all police and fire emergency vehicles. CAD is primarily used to expediently dispatch police officers and firefighters to locations in the field and provides the necessary The Mission of the Oshkosh Police Department is to promote public safety and to enhance the quality of life in our community through innovative policing and community partnerships information needed to handle the incident safely and effectively. The upgraded software will utilize advanced technology to improve information sharing, enhance the speed of accessing the various public safety databases, enable access to interne information from our vehicles, and enable us to utilize video, photo, and GIS mapping technology more effectively to name just a few benefits of the software upgrade. It should also be noted that the vendor is no longer supporting the current software platform, so an upgrade is necessary to continue to communicate with data car to car, and car to communication center. Upgrades to CAD are needed occasionally to keep up with ever changing advances in technology and as older software is no longer technically supported by the vendor. Air Cards need to be installed in the mobile computers in police & fire vehicles to enable the new CAD mobile software to connect and communicate with the communication center or IT servers. An added advantage to using Air Card capability is that officers can wirelessly send their work product wirelessly from their squads in the field to our in-house record management systems from anywhere in the city. Currently, officers have to drive near one of a few public safety wireless hotspot locations strategically placed in each of the seven districts to transmit their reports. The grant will enable the Oshkosh Police Department to purchase and install Air Cards in the mobile computers in all twenty-eight(28)marked police vehicles at a cost of approximately $13,440, and in ten (10) Oshkosh Fire Department vehicles at a cost of $5,128. The current monthly connection for unlimited data charge per Air Card is $40, and we continue to work with various vendors to get the most cost effective service. The grant will also enable the Oshkosh IT Department to purchase the one time only cost of the NetMotion Mobility XE Pilot V9 server software with 25 client licenses at a cost of approximately $4,475 and is required for the mobile computers and some desk top office computers to operate the upgraded CAD Premiere One mobile software. Additionally, the Winnebago County Sheriffs Department will purchase three (3) Model X26 Tasers for deployment by their deputies in the field as part of the shared grant funds. This is a one time purchase without any on-going associated maintenance costs incurred by the grant or the City of Oshkosh. FISCAL IMPACT The Oshkosh Police Department will not use any 2012 budget funds to support any of the equipment purchases for this grant and there are no matching funds required. The monthly air card charges described in this memo will be an on-going charge. Our intent is to purchase air cards and activate the equipment at the beginning of the year in 2013 and cover the costs for the entire first year on the grant. This is consistent with the implementation timeframe for the CAD software upgrade. Starting in 2014, the annual cost to maintain air cards in the Oshkosh Police Department mobile computers will be approximately $13,440. Approximately ten (10) of the Fire Department vehicles, or half of their fleet, will have the required air cards purchased for their mobile computers with this grant. Air cards for the remaining ten (10) vehicles will be requested in their 2013 budget at a cost of approximately $5,128. Thereafter, maintaining air cards in twenty (20) fire department vehicles would be at an annual cost of approximately $10,256 starting in 2014. The city of Oshkosh IT department will have software maintenance or support annual charge of$1,255 after the first year which would impact their 2014 budget. SUMMARY If approved, we intent to submit the application by the established deadline, accept the eligible Byrne JAG funds allocated to the Oshkosh Police Department and purchase the equipment indicated in this memo within the established grant timelines. The Oshkosh Police Department will act as the fiscal agent, and specifics of the use of the grant will be outlined in the grant application that will be submitted by the deadline of May 14, 2012. Greuel Mark Rohloff Chief of Police City Manager City of Oshkosh City of Oshkosh GMS #: MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF OSHKOSH POLICE DEPARTMENT AND THE WINNEBAGO COUNTY SHERIFF'S DEPARTMENT Edward Byrne Memorial JUSTICE ASSISTANCE GRANT GAG) PROGRAM FY 2012 Local Solicitation Allocation This agreement is made and entered into on May 2,2012 by and between the Oshkosh Police Department and the Winnebago County Sheriff's Department concerning the FY2012 Justice Assistance Grant (JAG) Program allocation in the amount of$26,210. It is the understanding of that the Oshkosh Police Department will act as the fiscal agent for this grant allocation and will assume the duties of all grant reporting and management in accordance to the Bureau of Justice stipulations and requirements. Each law enforcement agency finds that the performance of this agreement is in the best interests of both parties, that the undertaking will benefit the public and that the expenditure of the allocation as outlined below is for the mutual benefit of those served by both agencies. Now, therefore, City of Oshkosh Police Department and the Winnebago County Sheriff's Department agree that the following expenditures be assigned to this allocation: Section 1 The City of Oshkosh Police Department, Oshkosh Fire Department, City of Oshkosh Information Technology Department, and the Winnebago County Sheriff's Office will purchase various items of equipment to support those agencies in the performance of their daily operations to include: A. Air Cards for the Mobile Data Computers (MDC) in each of the twenty-eight (28) Oshkosh Police Department marked squads in the amount of approximately $13,440. B. Air Cards for the Mobile Data Computers (MDC) in approximately ten (10) Oshkosh Fire Department emergency vehicles in the amount of approximately $5,128. C. One (1) NetMotion Mobility XE Pilot V9 w/1 server and 25 client licenses for the City of Oshkosh Information Technology Department in the amount of approximately $4,642. D. Three (3) Model X26 Tasers for the Winnebago County Sheriff's Office in the amount of approximately $3,000. Section 2 By entering into this agreement, the City of Oshkosh Police Department and the Winnebago County Sheriff's Department do not intend to create any obligations express or implied other than those set out herein; further, this agreement shall not create any rights in any party not a signatory hereto.
