($264,400.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for an Industrial AWD Motor Grader for the Street Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BROOKS TRACTOR, INC. 1031 Lawrence Drive De Pere, WI 54115  Total Bid Without Trade: $264,400.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 323-0430-7204-06221 Equipment Improvement Fund – Motor Grader  Indicates Revision CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin City of Oshkosh ellilli111"11113 OIHKO/H TO: Honorable Mayor and Members of the Common Council FROM: Jon G.Urben, General Services Bureau Manager DATE: May 7, 2012 RE: Bid for Industrial Motor Grader for Streets Division BACKGROUND The Common Council allocated $300,000 in the 2012 CIP Major Equipment Replacement Fund to purchase an industrial all wheel drive motor grader. This unit will be used in grading of gravel roads, shoulders and breaking up of roads for street repaving. This unit will also play a vital role in our snow and ice removal operations. Since the bid memo was submitted Public Works has indicated they now believe they can realize more operational cost savings from keeping the current grader vs. the $38,000 trade-in value for the unit. Their analysis concluded that while the current grader could not be considered a solid front line vehicle for snow/ice removal operations, keeping it would offer more versatility as a good back line vehicle for such situations. As such, City staff would like to request this bid award be revised to only recommend the purchase of the new grader as per the bid amounts noted on the attached bid tab. ANALYSIS Street Division and Purchasing staff reviewed and prepared proposals seeking vendors for this unit. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on April 20, 2012. The bid tabulation is attached. Our bid review concluded the low bid from Brooks Tractor Inc. met the bid specifications. FISCAL IMPACT This unit was budgeted in the 2012 CIP for $300,000. The net fiscal impact of this unit is $264,400. Funding for these units would be charged to A/N#: 323-0430-7204-06221. RECOMMENDATION Purchasing recommends the Common Council award this bid to Brooks Tractor Inc. for $264,400.
