PURPOSE: AWARD BID FOR INDUSTRIAL 4WD FRONT END LOADER FOR
STREETS DIVISION TO BROOKS TRACTOR, INC. ($130,222.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for an Industrial
Front End Loader for the Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
BROOKS TRACTOR, INC.

Total Bid with Trade: $130,222.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid for Industrial Front End Loader for Streets Division
BACKGROUND
The Common Council allocated $180,000 in the 2012 CIP Major Equipment Replacement Fund
to purchase an industrial 4WD front end loader to replace our current 2003 unit. The 2003 unit
has logged over 2,200 hours and has experienced a high lifetime average maintenance cost of
$18.74 per hour(compared to our lifetime average maintenance cost for these type of machines at
$8.74/hour). The new unit will have a more fuel efficient engine and includes a seven year
warranty.
ANALYSIS
Street Division and Purchasing staff reviewed and prepared proposals seeking vendors for this
unit. Bids were advertised in the local paper and posted online on NovusVendor. Bids were
received on April 20, 2012. The bid tabulation is attached. Our bid review concluded the low bid
from Brooks Tractor Inc. met the bid specifications.
FISCAL IMPACT
This unit was budgeted in the 2012 CIP for $180,000. The net fiscal impact of this unit with
trade is$130,222. Funding for these units would be charged to A/N#: 323-0430-7204-06222.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Brooks Tractor Inc. for
$130,222.
