PURPOSE: APPROVAL OF LOADING ZONE CHANGES ON CAMPBELL
ROAD AND 8TH AVENUE; AND PARKING REGULATION
CHANGES ON CAMPBELL ROAD AND 8TH AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-
23(A-5) AND 27-23(A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND
ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27-23(A-5) of the Oshkosh Municipal Code pertaining to
loading zones is hereby amended as follows:
A-5 LOADING ZONES
Remove Therefrom: 8th Avenue, south side, from 210 feet west of Oregon
Street to 320 feet west of Oregon Street between the
hours of 8:00 a.m. and 4:00 p.m., Monday through
Friday.
Add Thereto: Campbell Road, east side, from 335 feet north of
Dempsey Trail to 355 feet north of Dempsey Trail.
Add Thereto: 8th Avenue, south side, from 105 feet west of Oregon
Street to 440 feet west of Oregon Street between the
hours of 8:00 a.m. and 4:00 p.m., Monday through
Friday.
SECTION 2. That Section 27-23(A-11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows:.
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
CAMPBELL ROAD
Add Thereto: No parking, east side, from 480 feet north of
Dempsey Trail to Campbell Creek.

feet west of Oregon Street, between the hours of 8:00
a.m. and 6:00 p.m.
Add Thereto: 2-hour parking, south side, from Oregon Street to 105
feet west of Oregon Street, between the hours of 8:00
a.m. and 6:00 p.m.
SECTION 3. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 4. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #12-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27-23(A-5) AND 27-23(A-11) OF THE OSHKOSH MUNICIPAL
CODE PERTAINING TO LOADING ZONES, AND PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on May 9, 2012. The ordinance changes
loading zone designations on Campbell Road and 8th Avenue, and parking regulations
on Campbell Road and 8th Avenue.

SECTION 1: SECTION 27-23(A-5)—LOADING ZONES
A REQUEST FOR A LOADING ZONE ON THE SOUTH SIDE OF 8TH AVENUE FROM
105 FEET WEST OF OREGON STREET TO 440 FEET WEST OF OREGON STREET
BETWEEN THE HOURS OF 8:00 A.M. AND 4:00 P.M.,MONDAY THROUGH
FRIDAY. (CURRENT CONDITION: 2-HOUR PARKING, FROM 210 FEET WEST OF
OREGON STREET TO 105 FEET WEST OF OREGON STREET; UNRESTRICTED
PARKING FROM 320 FEET WEST OF OREGON STREET TO 440 FEET WEST OF
OREGON STREET.)
This is a preschool request.
The citizen making the request wants to extend the loading zone for Peace Christian Preschool,
located on the south side of 8th Avenue. Currently, due to a lack of loading zone space, which is
exacerbated in part by all-day parking of school buses, the citizen reports that families have to
cross 8th Avenue with their preschool-age children. Extending the loading zone's length would
allow these families to park on the south side of the street, reducing this crossing activity.
The loading zone designation would limit the ability of the area to support other uses of parking
between the hours of 8:00 a.m. and 4:00 p.m. A recent study of parking utilization showed that
utilization of on-street parking on this block of 8th Avenue is relatively low(around 30 percent),
including the buses. Therefore,there should be ample capacity on the north side of 8th Avenue to
absorb any parking activity that may be displaced by this request.

SECTION 4: SECTION 27-23(A-11 —PARKING REGULATIONS
A REQUEST FOR NO PARKING ON THE EAST SIDE OF CAMPBELL ROAD FROM
480 FEET NORTH OF DEMPSEY TRAIL TO CAMPBELL CREEK. (CURRENT
CONDITION: UNRESTRICTED PARKING.)
This is in follow-up to a request by the Senior Center which was presented at the last meeting.
The following is the narrative from last month's staff memo:
The Senior Center's northern building is
served by three driveways: one which goes
to the rear of the building, and two which ofr
connect to the main parking lot. (Please
Figure 1.) Of the driveways accessing
the main lot, the northern one is ®
designated for exiting traffic and the
southern one is designated for entering , ° , ' , .
traffic. Senior Center staff is concerned �'� � V
that vehicles parking too close to the _
driveways can limit sight distance for
exiting traffic. This may be a particular ;
concern as elderly drivers may have
slower reaction times and poorer visual - -
perception than the general population of
drivers. The proposed parking restrictions
focus on the northern two of the three
driveways, which are both designated to
allow exiting traffic. For the northernmost ..

would extend the statutory parking Driveways to Senior Center
restriction by one car length to the south;
for the parking lot's northern driveway, the restriction would extend the statutory parking
restriction by one car length to both the north and the south.
Campbell Road is designated in the 2005 Comprehensive Plan as a collector street. The plan
recommends that parking restrictions be considered on collector streets in order to facilitate
traffic movement. While there are no challenges with traffic movement on this part of
Campbell Road, implementing parking restrictions is not inconsistent with the
Comprehensive Plan.
The on-street parking is currently used almost exclusively by Senior Center clientele.
According to Senior Center staff, there is ample parking in their lot so that the removing this
on-street parking (three in total) would not hinder access to their programs.
Board members supported the original request as presented. However, Board members expressed
interest in extending the parking restriction for the northernmost driveway (driveway 1) farther to

the north, so that it would cover the space between this driveway and the driveway which access
the adjacent condominium development. It turns out that this space is in front of the
condominium property, which did not receive a notice for the March meeting. Therefore, this
agenda item is necessary to ensure that the adjacent property receives notice of their opportunity
to comment at a Board meeting.
This new request goes beyond what Board members suggested, and includes the remaining space
(-30 feet) between the condominium driveway and the bridge over Campbell Creek.
