Lorenson, City Attorney DATE: April 19, 2012 RE: Special Event Application for the Asian Memorial Festival The City received two applications for similar events to be located at Winnebago County Park on May 26th and 27th. One application was filed by Mr. Kor Xiong for the Asian Memorial Festival and a subsequent application was filed by the Hmong Service Center, Inc. for the Hmong Memorial Day Weekend Festival. City staff contacted Winnebago County to determine whether both applications were in fact for the same event, whether both events were occurring or whether there was a conflict between the two events. Winnebago County provided information stating that Winnebago County Park had been leased by the Hmong Service Center, Inc and that the event proposed by Mr. Xiong would not be able to be held at the Park on those dates. Staff has contacted Mr. Xiong to inform him of the information received and to offer to work with him if he has different dates or a different location that he would like to consider for his event. Based upon the information received, staff is recommending denial of the application for the Asian Memorial Festival at this time due to the unavailability of the proposed venue.
