Rabe, Civil Engineer 11 Wisconsin Department of Natural Resources Municipal Separate Storm Sewer System Annual Report The City of Oshkosh received coverage under the Wisconsin Department of Natural Resources (WDNR) Municipal Separate Storm Sewer System (MS4) General Permit on January 2, 2007. This permit requires the City to comply with the following six minimum control measures (as mandated by the Federal Clean Water Act and the Environmental Protection Agency): 1. Public Information and Education Plan 2. Public Involvement and Participation Program 3. Illicit Discharge Detection and Elimination Program (including new or revised ordinances) 4. Construction Site Pollutant Control Program (including new or revised ordinances) 5. Post- Construction Storm Water Management Program (including new or revised ordinances) 6. Pollution Prevention Program (Prevent pollution from the daily operations of the City) The Storm Water Utility Committee reviewed the Annual Report and recommended approval as discussed during their March 29, 2012 meeting. ANALYSIS The annual report contains information on the activities performed by the City of Oshkosh in compliance with the MS4 Permit requirements. This report includes summary outputs from the City's MS4 Permit Tracking Software (ASIST) and a completed WDNR form. City staff has more details available for the WDNR, should they be requested. SECTION IV. General lnformatlon. a. Describe what efforts the municipality has undertaken to invite the municipal governing body, interest groups, and the general public to review and comment on the annual report. The Annual Report has been posted on the City's Storm Water Utility Webpage, and has been reviewed and approved at public meetings of the Storm Water Utilility Committee and the Common Council. The general public, in addition to members of interest groups and the elected official have the opportunity to comment at any of these meetings, as well as arrange a meeting with the Department of Public Works staff to discuss comments. b. Describe how elected and municipal officials and appropriate staff have been kept apprised of the municipal storm water discharge permit and its requirements. Elected officials are kept apprised of the MS4 Permit and it's requirements through Common Council workshops. Staff are kept apprised during routine conversations and staff meetings when necessary. c. Minimum Control Measures For each of the permit conditions listed below, provide a description of the status of implementation of program elements, the status of meeting measurable goals, and compliance with permit schedule in section 3 of the MS4 general permit. Provide an evaluation of program compliance with the general permit, the appropriateness of identified best management practices, and progress towards achieving identified measurable goals. Be specific in describing the actions that have been taken during the reporting year to implement each permit condition and whether measurable goals have been met, including any data collected to document a measurable goal. If available, attach any additional information on the maintenance program. The City of Oshkosh Streets Division inspects the storm water BMP's after each major rain event. These inspections look for any evidence of damage, plugging or other concerns. Any deficiencies noted are repaired as quickly as possible. Engineering Division Staff inspect each storm water BMP annually. These inspections focus on potential structural damage to the facility due to erosion, rodents, vandalism, or other causes. Any deficiencies noted are repaired as quickly as possible. In the case of rodent damage, the site is then evaluated for potential actions to reduce the rodent population. Storm Sewer System Map Describe any changes or updates to the storm sewer system map made in the reporting year. Provide an updated map if any changes occurred during the reporting year.MS4 Maps were updated to reflect construction activities that took place during 2010. Provide a fiscal analysis that includes the annual expenditures for 2011, and the budget for 2011 and 2012. A table to document fiscal information is provided on page 6. b. The Storm Water Utility Rates are evaluated annually to determine if a rate increase is needed in order to ensure adequate funds are available to continue funding the projects identified in the Capital Improvement Program, and maintain all facilities in an appropriate manner. ;SECTION VII.Aris :ecttons and Enforcement Actions Note: If an ordinance listed below has previously been submitted and has not been amended since that time, a copy does not need to be submitted again. There are no current discharges that would contibute to this pollutant. Lake Butte des Mertes: Listed for Mercury, PCBs, Sediment, and Phosphorus. Mercury is atmospheric deposition, which the City cannot implement a means to reduce. PCBs are no longer used in industrial processes along the river, and thus there are no longer discharges that would contribute to this pollentant. Sediment is being addressed on a City Wide basis, as required by the MS4 Permit. Phosphorus reductions will be associated with the reduction in sediment on a City Wide basis. Phosphorus is being addressed under the I &E plan to get residents to reduce the use of phosphorus. Until such time as a TMDL is prepared for the Upper Fox River Basin, it would be inappropriate to attempt to formulate a plan to reduce phosphorus. James Rabe contact Jason Weis (OMNNI Associates), who was in the City conducting a pre - screening of the outfalls for the 2011 Ongoing Outfall Screening Program. Mr. Rabe advised Mr. Weis to visit the site and begin tracking upstream. Mr. Wood contacted Hydrite Chemical and arranged a site visit. There was a moderate flow coming from the site storm sewer into the City storm sewer system in 28th Avenue. Jason Weis (OMNNI Associates) had sampled this location previously and test for ammonia. The test strips read in excess of 6ppm for ammonia. The discharge was sampled a second time. The second sample was given to Hydrite Chemical for further analysis. Hydrite staff and Rich Wood walked the site looking for obvious locations for a source. There were no obvious sources identified. Hydrite Chemcial will contract to have their storm sewer system televised in an effort to determine where the flow entering the storm sewer system is originating from. Hydrite staff will keep Mr. Wood and Mr. Rabe apprised of their findings. Field Investigation 06/01/20111 Comments: Mr. Rich Wood (City Plumbing Inspector) discussed with the property owner the results of the storm sewer televising the owner conducted. This televising showed evidence of pipe failures that resulted in chemical waste entering the storm sewer system. The owner is developing plans to correct the issue. Corrections 06/03/2011 Comments: Mr. Rich Wood (City Plumbing Inspector) met with the property owner and their plumber to review the proposed corrections to their onsite plumbing to eliminate the cross connection between their waste system and the storm sewer system. Investigation Required: YES Priority Status: Medium Call Status: CLOSED Date Closed: 9/1912012 Action Clean tap Follow Up Actions Date 12/02/2011 Comments: Mr. Rabe contacted the Streets Division Supervisors (Andy Hintz and Todd Burns) to have a Vac -Truck clean the inlet and inspect the down stream manhole. Ms. Gray was onsite while the inlet was being cleaned. In addition to vaccuuming the leaves from the inlet, the inside of the structure was hosed down, with all water being removed with the vac truck. There was no evidence of the substance migrating down the storm sewer. Field Investigation 1210212011 Comments: Ms. Laura Gray and Mr. Kris Lyons (City of Oshkosh Engineering Division) conducted a site visit. The storm sewer inlet had a large number of leaves in it yet. The leaves were coated in a white semi liquid substance. Ms. Gray and Mr. Lyons reported their findings to Mr. James Rabe (Storm Water Engineering Supervisor). Phone Call 12/02/2011 Comments: Mr. Rabe contacted Mr. Randy McArdle of Bucks Tile to discuss the discharge. The owner confirmed that he did dump a bucket of watery waste containing some grout material from a the project into the storm sewer. Mr. Rabe advised him that dumping of material into the storm sewer was against the law. Mr. McArdle commented that is was an inert material and that there was more sand in the gutter. M €. Rabe requested a copy of the Material Data Safety Sheet (MSDS) for the material, and indicated that he would follow up with more information later.
