Rohloff,City Manager „1 DATE: April 3, 2012 (`_ RE: WAIVE BIDS FOR PURCHASE OF POLICE VEHICLES In the 2012 Police Department operating budget the Common Council allocated of$217,000 for the purchase of five Patrol vehicles, one Patrol Supervisor vehicle and four unmarked squad vehicles. The Police Department has determined the Ford Interceptor sedan model will replace the five patrol vehicles, the Ford Interceptor utility vehicle will replace the Patrol Supervisor vehicle and the Ford Fusion model will replace the unmarked squad vehicles. Ewald's Auto Group holds the State of Wisconsin Department of Administration contract for these vehicles. The state contract price for these 10 vehicles is $226,484. The state contract does not offer a CNG option for the Interceptor models and the CNG option for the Ford Fusion will not meet the Police Department's operational needs at this time. Funding for this purchase is included in the 2012 Police Department operating budget. The anticipated auction revenue of the ten vehicles being replaced ($10,000) is expected to offset the overage of the budgeted funds for these purchases. Section 12-10 (D) (3)of the Municipal Code provides that material purchases,when pursuant to a contract with any other local, state or federal governmental unit or agency, may be approved by the City Manager without the use of formal, sealed bids. In accordance with 12-10 (D) (3) of the Code, I am hereby submitting this report regarding this purchase. Please advise me if you have any questions concerning this purchase. tot
