HomeMy WebLinkAbout09. 12-159 APRIL 10, 2012 12-159 RESOLUTION (CARRIED__5-0____LOST______LAID OVER_______WITHDRAWN_____) PURPOSE: AUTHORIZE GRANT APPLICATION TO THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES FOR TARGETED RUNOFF MANAGEMENT OR URBAN NONPOINT SOURCE AND STORM WATER MANAGEMENT GRANT PROGRAM FOR THE CITY HALL UNDERGROUND STORM WATER STORAGE AND POLLUTION CONTROL FACILITY INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, the Wisconsin Department of Natural Resources administers the Targeted Runoff Management and Urban Nonpoint Source and Storm Water Management Grant Programs for planning and implementing storm water management facilities to control the amount of pollutants that discharge to Waters of the State; and WHEREAS, the City of Oshkosh has previously received a construction grant under this program to partially fund the construction of other storm water management facilities in the City; and WHEREAS, additional funding is available under this program. NOW, THEREFORE, BE IT RESOLVED that the City of Oshkosh has included funds sufficient to complete the project in the City’s five year Capital Improvements Program. BE IT FURTHER RESOLVED that the proper City officials are authorized and directed to execute any and all documents required for purposes of the same, and are further authorized and directed, if said grants are awarded to accept such funds, pursuant to the terms of the grant application. Rabe, Civil Engineer II RE: Authorize Grant Application to the Wisconsin Department of Natural Resources for Targeted Runoff Management or Urban Nonpoint Source and Storm Water Grant Program for the City Hall Underground Storm Water Storage and Pollution Control Facility BACKGROUND The Wisconsin Department of Natural Resources administers the Targeted Runoff Management and Urban Nonpoint Source and Storm Water Grant programs. These programs offer financial assistance to local units of government for planning and implementing storm water management facilities to control the amount of pollutants that discharge to waters of the State. The City of Oshkosh has previously received planning level and construction grants under this program. ANALYSIS The current construction grant application will assist the City of Oshkosh in implementing storm water pollution reduction features in the City Hall Underground Storm Water Storage and Pollution Control Facility. The water quality features are estimated to remove approximately 6.3 tons per year of sediment from the storm water runoff. FISCAL IMPACT The approval of this resolution allows staff to submit the grant application, which if awarded, will reduce the City cost of the project. The grant program reimburses municipalities 50% of their costs, up to a maximum of$150,000. RECOMMENDATION Staff recommends approval of the resolution.
