($133,824.00 FOR 3 YEAR AGREEMENT) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Industrial Wastewater Sampling and Analysis Services for the Wastewater Utility; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BADGER LABORATORIES & ENGINEERING, INC. 501 W. Bell Street Neenah, WI 54956 Total Bid: $133,824.00/3 years NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Bureau Manager DATE: April 2, 2012 RE: Bid for Industrial Wastewater Sampling and Analysis Services BACKGROUND The Wisconsin Department of Natural Resources requires discharges from industry to the public sanitary sewers be monitored to prevent the discharge of wastes that can interfere with treatment processes at our wastewater treatment plant. There are 22 industries in our Industrial Pre- Treatment program and some have multiple sampling requirements. There are currently 32 sampling locations in the program. These sampling and analysis services must be conducted by a qualified laboratory. Purchasing staff worked with Utilities Superintendent Steve Brand to develop bid specifications seeking qualified laboratories to perform these services for a three-year term(2012,2013 and 2014). ANALYSIS The bid was advertised in the local paper and posted online on NovusVendor. Bids were received on March 27, 2012. The bid tab is attached. City staff reviewed the bids and concluded the low bidder and current provider of these services (Badger Laboratories and Engineering Inc.) met the bid specifications. FISCAL IMPACT The fiscal impact of these services for 2012 and 2013 will be $44,472 per year and $44,880 for 2014 for a total of$133,824 over this three year term. Costs for these services are billed to the local industries that are required to participate with this program. There is adequate funding available in the Sewer Utility Pre-Treatment Program Professional Services account(A/N#: 551- 1955-6401-00000) for these services. RECOMMENDATION Purchasing recommends the Common Council award this three year bid (2012-2014) to Badger Laboratories and Engineering Inc. for$44,472 in 2012 and 2013 and$44,880 in 2014.
