HomeMy WebLinkAbout16. 12-127 MARCH 27, 2012 12-127 RESOLUTION (CARRIED__6-0_____LOST________LAID OVER________WITHDRAWN______) PURPOSE: ACCEPT DONATION - MARY JEWELL PARK BALL FIELD RENOVATION & FENCE / OSHKOSH YOUTH BASEBALL INITIATED BY: PARKS DEPARTMENT WHEREAS, a donation has been made by Oshkosh Youth Baseball for a backstop and sideline fence to be constructed and infield renovation at Mary Jewell Park site; WHEREAS, it is appropriate for the Common Council to acknowledge and accept such donation; § WHEREAS, 62.15 of the Wisconsin Statutes allows municipalities to accept the donation of materials and/or labor for public construction as an exception to the requirements of the public bidding statute; and NOW, THEREFORE, BE IT THEREFORE RESOLVED, by the Common Council of the City of Oshkosh that, on behalf of the residents of this community, the city acknowledges with deep gratitude and appreciation the generous donation from Oshkosh Youth Baseball to the Mary Jewell Park site and that the proper City officials are authorized and directed to take those steps necessary to accept these donations and acknowledge these philanthropic activities. BE IT FURTHER RESOLVED that the appropriate city officials and staff are hereby authorized and directed to coordinate and cooperate with the Oshkosh Youth Baseball and other partners in the construction of the backstop and sideline fence and infield renovation project. City of Oshkosh Parks Department 805 Witzel Ave.,PO Box 1130 Ray Maurer Oshkosh,WI 54903-1130 Director OJHKOIH (920)236-5080 (920)232-5316 FAX ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Ray Maurer, Parks Director DATE: March 21, 2012 RE: Mary Jewell Park Ball Diamond Fencing/Renovation Donation BACKGROUND Parks Department staff has been working with the Oshkosh Youth Baseball(OYB)to identify improvements necessary at various baseball fields to improve safety and aesthetics. OYB utilizes the ball field at Mary Jewell Park most nights of the week for either games or practices. ANALYSIS OYB received a proposal from Rammer Fence,Inc.,Oshkosh,to install a new backstop and sideline fence. The proposal is for black vinyl coated chain link fence which is more aesthetically pleasing than standard galvanized chain link fence. This is also similar fencing that the City has installed at other athletic facilities recently. OYB would pay Rammer Fence,Inc. directly for the fence installation and then donate the project to the City's Parks Department. The Parks Department would assume responsibility and future maintenance for the fence similar to all other ball diamonds in the city. In addition, OYB will be working with a local contractor to replace the existing infield mix with the same infield mix the City and OYB have been installing on other ball fields throughout the city. The new mix improves safety as well as drainage. Parks Department staff will work with OYB and the contractor to ensure that proper liability insurance is in place for the project. FISCAL IMPACT OYB will be paying the entire cost of this project and then donating the project to the City's Parks Department. RECOMMENDATION Staff recommends the Common Council accept the donation of the fence and infield renovation project at Mary Jewell Park from the Oshkosh Youth Baseball.
