HomeMy WebLinkAbout13. 12-124 MARCH 27, 2012 12-124 RESOLUTION (CARRIED___6-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID FOR EXTERIOR BUS WASH SYSTEM - $157,731.00 ($31,546.20 CITY SHARE) FOR TRANSIT DEPARTMENT TO ROSS & WHITE COMPANY INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for an Exterior Bus Washing System for the Transit Department; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: ROSS & WHITE COMPANY 1090 Alexander Court PO Box 970 Cary, IL 60013-0970 Total Bid: $157,731.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 511-1728-1753-00000 Transit Fund – Shop Equipment CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh, 00 54903-1130 City of Oshkosh OIHKQ/H TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Bureau Manager DATE: March 21,2012 RE: Exterior Bus Washing System-Transit Department BACKGROUND In the 2011 CIP the Common Council approved and allocated $170,000 to purchase an exterior bus washing system for the Transportation Department. The new system will replace the existing bus wash system that was installed in 1980. The bus washing system is used by Oshkosh Transit System to clean the exterior of its 17 bus fleet.The new bus washing system will more effectively clean buses, has the ability to clean all Transportation Department support vehicles, has added features (wheel & undercarriage wash), and comes with the a 15-year structural warranty. The awarded bid price also includes demolition of the existing wash system, prep of the wash stall (cleaning and painting), and installation of the new system. ANALYSIS Working in conjunction with the Transportation Department, Purchasing reviewed and prepared proposals seeking vendors for this system. Bid requests were sent to vendors who were known bus wash system suppliers. In addition, the bid document was advertised in the local paper, posted online on NovusVendor and posted online on the State of Wisconsin's Vendornet. Bids were received on March 16, 2012. The bid tabulation is attached. Working with the Transportation Department, Purchasing reviewed the bids and concluded the low bid(Alternative #1) from Ross&White Company met the minimum bid specifications. FISCAL IMPACT This unit will have a fiscal impact of$157,731.00. Federal grant funding will cover 80 percent of the purchase price ($126,184.80), with the remaining 20 percent ($31,546.20) covered by City funds. Local funding for this item would be charged to CIP account: 511-1728-1753-00000. RECOMMENDATION Purchasing recommends the Common Council award the bid to Ross & White Company for $157,731.00.
