HomeMy WebLinkAbout11. 12-122 MARCH 27, 2012 12-122 RESOLUTION (CARRIED__6-0___ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD PARTIAL BID TO LUNDA CONSTRUCTION FOR CITY CENTER RIVERWALK/DOCK IMPROVEMENTS ($2,874,590.70) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of a bike/pedestrian riverwalk and docks along the north side of the Fox River, between Jackson Street and Main Street, adjacent to the City Center Office Complex and City Center Hotel; and WHEREAS, necessary lands have been donated and appropriate easements obtained from the owners of the City Center Office Complex for said improvements; and WHEREAS, negotiations are currently underway with the new owners of the City Center Hotel for said improvements; and WHEREAS, upon the opening and tabulation of bids it appears that the following partial base bid for riverwalk improvements to be constructed along the City Center Office Complex area is the most advantageous bid: Lunda Construction 2000 Taylor Street Little Chute, WI 54140 TOTAL BASE BID: $2,874,590.70 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said partial base bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 530-1040-7216-07178/07278 TID #17 Fund – Land Improvements TO: Honorable Mayor and members of the Common Council FROM: Allen Davis, Community Development Director DATE: March 22, 2012 SUBJECT: Northshore - Jackson to Main Riverwalk/docks Bid Award BACKGROUND The City has designed and bid out the Jackson Street to Main Street portion of the proposed riverwalk and dock project. The bid was split into two pieces; the first piece is the base bid for the City Center office complex river frontage. The second piece is an alternate bid for the hotel river frontage. The Council is only taking action on the base bid at this time. The City Center office complex donated land and granted easements for their portion of the riverwalk and docks. The new owners of the hotel are planning to do the same in the near future. However, to keep the project on schedule for construction in 2012, the base bid should be awarded at this time. ANALYSIS The City has already obtained the following grants for the project: • $644,952 for docks and riverwalk. • $ 45,000 for riverwalk In addition, the City has 2 existing Tax Increment Finance (TIF) districts that can pay for riverwalk improvements and a future TIF district for the hotel to also pay for riverwalk and dock improvements. As the attached bid tabulation indicates,the base bid from Lunda Construction of $2,874,590.70 was the lowest bid. In addition, Lunda's alternate bid for the hotel portion was also lowest bid at$1,024,040.10 for a total of$3,898,630.80 RECOMMENDATION The City Council awards the base bid of$2,874,590.70 to Lunda Construction. Staff is working on the hotel portion of the riverfront for property acquisition so that the alternate bid can also be awarded later this spring. FISCAL IMPACT The City's 2011 and 2012 CIP budgeted $4,199,200 for the project. The portions of the project costs that are not paid with grant funds will be paid by existing or future TIF increment.
