PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 12-06 TO JIM
FISCHER, INC. FOR CONCRETE SIDEWALK ($542,013.25)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for concrete
sidewalk (new and reconstructed); and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
JIM FISCHER, INC.

Appleton, WI 54914
Total Bid: $542,013.25
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:
Acct. No. 311-0410-7480-00000 Sidewalk Construction Fund
317-0410-7480-03304 Special Assessments Fund – Sidewalks

RE: Award Bid for Public Works Contract No. 12-06 / Jim Fischer, Inc. I Concrete Sidewalk I
($542,013.25)
BACKGROUND
The purpose of this project is to repair existing sidewalks and handicap ramps, install new sidewalks, and
complete street or sidewalk repairs at Water Utility excavations. The approximate boundary of the
neighborhoods for sidewalk repair is north of West Bent Avenue, east of Algoma Boulevard, and west of
Vinland Street.
ANALYSIS
Engineering staff reviewed three bids. The low bid was received from Jim Fischer, Inc. of Appleton,
Wisconsin. The total bid is $542,013.25.
FISCAL IMPACT
Funding for the project is in the 2012 Capital Improvement Program Sidewalk Section and in the Water
Utility Operating Budget. Following is a summary of the available funds and the construction costs
including engineering fees. Property owners are invoiced for the cost of repairs abutting their property.

Totals $613,300 $607,000
Note: Water Utility Operating Budget contains$728,100 for maintenance of Mains and Services. Only the
amount needed for repairing concrete pavement is shown as the funds are used for all maintenance
items.
RECOMMENDATIONS
I recommend award to the low bidder, Jim Fischer, Inc.,for the amount of$542,013.25.
