SUBJECT: Commercial Plan Review Contract to McMahon &Associates
The Community Development Department requested an Architecture and
Engineering services proposal to provide commercial building plan reviews from
McMahon &Associates. This service will accelerate and improve the
commercial building plan reviews done in the City.
The Building Services Division will continue to receive and receipt the building
plan review applications, as was done in the past. Chief Building Official John
Zarate will review the submittal and determine whether existing City staff will
complete the review or the City will use McMahon to complete the review. The
project scope, timing and complexity will factor into the City's decision.
If the City chooses to use McMahon for the plan review, McMahon's architects,
structural engineers, or other specialists will complete the building plan review in
5 days or less. Registered architects and engineers will provide the building plan
review services. Their review findings will be incorporated into the City's review
letter.
McMahon will be paid based on the State-specified cost for the plan review. In
2011, the City performed 154 plan reviews and generated about $32,000. It is
projected that McMahon's services will cost about $10,000-$15,000 in 2012. The
City will retain $100 for each plan review that McMahon performs. The cost of
these building plan review services are recovered completely by the application
fees.
Section 12-10(D)(5) of the Municipal Code provides that professional services of
a specialized nature including architecture and engineering services, may be
approved by the City Manager without the use of formal sealed quotes. In
accordance with 12-10(E) of the Code, I am hereby submitting this report
regarding these contract amendments.
