PURPOSE: APPROVAL OF CHANGES IN RULES REGARDING PROPER
PARKING IN MUNICIPALLY OWNED OFF-STREET PARKING
AREAS, AND RELOCATION OF CODE PROVISIONS
REGARDING WEST TENTH AVENUE PARKING LOT
INITIATED BY: TRANSPORTATION DEPARTMENT
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-22,
27-23(A-11), 27-49 AND 27-51 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING OF VEHICLES IN MUNICIPALLY OWNED OFF-STREET PARKING AREAS,
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS, LEASED
PARKING AREAS, AND WEST TENTH AVENUE PARKING LOT.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27-22(A) of the Oshkosh Municipal Code pertaining to
parking of vehicles in municipally owned off-street parking areas is hereby amended as
follows:
Remove Therefrom: (A) Proper Parking. It shall be unlawful to park any
vehicle in any municipal parking facility except
within the limits of a designated parking space,
except as permitted in Section 27-22(B). All
vehicles parking in municipally owned off-street
parking areas shall park with the front end facing
away from the aisle except in the North Main
Street/400 Block West Parking Lot, the City Center
Lot and Library Lot. Backing into or pulling through
stalls shall be prohibited except in the North Main
Street/400 Block West Parking Lot, the City Center
Lot and Library Lot. Backing into or pulling through

Lot and Library Lot. Motorized vehicles with three
(3) or less wheels may park with the front end of
the vehicle facing the aisle. Persons for whom the
Department of Transportation of the State of
Wisconsin has issued a special registration plate
under Sec. 341.14(1) to (1r), Wis. Stats., or a
special identification card under Sec. 343.51, Wis.
Stats. may back into a marked stall reserved for

vehicles displaying said plates or identification
cards.
Add Thereto: (A) Proper Parking. It shall be unlawful to park any
vehicle in any municipal parking facility except

except as permitted in Section 27-22(B).
SECTION 2. That Section 27-23(A-11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
WEST 10TH AVENUE PARKING LOT
Add Thereto: 4-hour parking, except for the western row of the
center aisle, between the hours of 7:00 a.m. and 6:00
p.m. daily, Mondays through Fridays.
SECTION 3. That Section 27-49(C) of the Oshkosh Municipal Code pertaining to
leased parking stalls is hereby amended as follows:
Add Thereto: (10) West 10th Avenue Lot: the western row of the
center aisle.
SECTION 4. That Section 27-51 of the Oshkosh Municipal Code pertaining to
West Tenth Avenue Parking Lot is hereby repealed.
SECTION 5. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 6. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #12-113 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27-22, 27-23(A-11), 27-49 AND 27-51 OF THE OSHKOSH
MUNICIPAL CODE PERTAINING TO PARKING OF VEHICLES IN MUNICIPALLY
OWNED OFF-STREET PARKING AREAS, PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS, LEASED PARKING AREAS, AND WEST
TENTH AVENUE PARKING LOT), on March 13, 2012. The ordinance changes allows
vehicles to park with the front of the vehicle facing the aisle in municipally owned off-
street parking areas, and moves parking provisions for the 10th Avenue Parking Lot into
other sections of Chapter 27 of the Municipal Code.

Section 1:Section 27-22(A) Parking of Vehicles in Municipally Owned Off-Street Parking

REQUEST TO ALLOW VEHICLES TO BACK INTO STALLS IN ALL
MUNICIPAL LOTS
This is a citizen request.
Section 27-22 of the municipal code defines how vehicles are to properly park in stalls in
municipal lots. The section prohibits vehicles from backing into stalls except in a few lots, and
except for motorcycles. After reviewing this ordinance with the Police Department, there is no
particular enforcement benefit with this ordinance. It makes sense to revise the ordinance to
provide for greater consistency across City parking lots.
