At that meeting, the Council directed staff to solicit additional comments from the public and other advisory boards and to also take a look at how this plan can be reconciled with other City plans. During the month of December, a public open house was held and the plan was reviewed by the Storm Water Utility Board, Chamber of Commerce Government Affairs Committee, Advisory Parks Board, Traffic Review Board, Board of Health, Landmarks Commission and the Transit Advisory Board. In addition to the meetings mentioned, staff spoke about the sustainability plan on WOSH and on a segment on "Your City at Work", provided a presentation to the League of Women Voters and provided a comment area on the "Hot Topics" portion of the City website. Comments and recommended changes were reviewed by the Steering Committee on February 8th and comments were accepted, revised or declined to produce the February, 2012 document. Comments addressed by the Steering Committee are identified in bold after the comment. As well as the Steering Committee addressing comments, the SAB has updated the Action Plan with their 2012 goals. Furthermore, regarding the comments about reconciling this plan with other plans, it is not the intention of this plan to be a regulatory document. Instead, it is proposed that this is to be a guidance document for the way things should be done in a sustainable community. As an alternative to reconciling this plan with all city plans now, it is proposed that this plan be taken into consideration as new plans are developed or existing plans are amended. August 30, 2011 Council Workshop with Plan Commission, SAB & Steering Committee 9.1.11 email Thanks Robin Being on the Plan Commission, I want to review the doc and compare against the Comp Plan as I know there are some conflicts and there may be more that I am not aware of. This may take a bit so getting back to you in two weeks is a bit of a push for me. I also know there are some conflicts with the bike/ped plan (which I was also a part of) and even in the Sustainability Plan itself(i.e. narrower streets but endorsing the bike/ped plan which in some cases needs wider streets. Seems like a little deal until you need to deal with it at the plan commission or at the public works department level). As it exists today, I am certainly not in favor of just making it a chapter of the Comp Plan through an amendment. I do believe aspects of the plan should be integrated into the comp plan which should be done in the next re-write. Problem is how do you get the good ideas from the sustainability plan that were presented, and can begin now, moving forward. Guess no one said it would be easy. Jeffrey E. Board also wanted clarification on pg. 20, Impervious Surfaces: Would this paragraph apply only to new development? (Clarified that this applies to both new development and redevelopment) Board mention there is no current TDML for Oshkosh (p. 21, first paragraph, last line) (addressed) Board wanted clarification on pg. 22, A More Natural Look: "Ensure inclusion of such features as sensitive areas, soils, and areas for possible reclamation, e.g., Vulcan Quarry and the waterfront. The Board wanted to know what is meant by "sensitive areas, soils, and other areas...". Public Works Director David Patek noted that Vulcan Quarry may not be a good example here for reclamation due to the plan for future use as stormwater detention. (Vulcan Quarry reference removed) In addition: December 16, 2011 email I appreciated the opportunity to comment on this draft document. I would hope that before the document is finalized the utility board has some opportunity to revisit the PAH stuff. I believe it would be helpful to have at a minimum a back of the envelope calculation of the costs associated with this change, have some understanding of its impact on future CIP stormwater plans and the impact this effort would have on the stormwater rates. I believe as a City that we have been able to have strong support for stormwater improvements because we have made concrete, kick the tires improvements. I am not so sure that this PAH effort will foster continuing strong support. In the theory, I am supportive but as one commissioner, I want to see some detailed, written discussion about costs and benefits before I say OK. Please share this email as you see fit. (The PAH ordinance is currently being looked at and this Board would see if before it was finalized). Recognized need for the Plan and glad to see it. 12.16.11 email Dear Robin, Thank you for a wonderfully informative presentation to the Governmental Affairs Committee of the Oshkosh Chamber of Commerce. I was impressed by the scope and the sincerity of the city's approach to sustainability. It is very encouraging to see such indications of progress that help to highlight the important work that unites the efforts of public and private organizations. In many ways, the push for sustainability will become a driving force for economy and efficiency in all large-scale operations, whether public or private. In the end, I suppose, the 'green revolution' will be the color of money. Tom Grogan Senior Special Assistant to the Chancellor Office (920) 424-3168 December 12, 2011 Advisory Park Board The Advisory Park Board had the following comments: Mr. Miller stated that a lot of work had been done with regard to the Sustainability Plan Draft and he commended the individuals involved with the plan. Mr. Philipp stated he liked the idea of lake education and adaption of old buildings. Chairman Gogolewski and Mr. Michelson concurred that the Committee did a good job with the plan. The Board recommended unanimous approval to the Common Council. (Yes) Cheers, shirley 1.30.12 email Hello, my name is Dean Schider and I live at 1050 Greenfield Trail. I am commenting on the sustainability plan, specifically, page 22 (Emerald Ash Borer). I am a tree specialist and I work in the area. I trim and take down trees. I also have my pesticide applicators lic. The company I currently work for is in favor of the Emerald Ash Borer, as it would mean more work for them in the take down aspect of the tree. I, on the other hand, would rather treat the tree and save it. I have done some research and found that there is a system that is far superior to all others. That system is called: Arbor Jet. I have given all the information to Mr. Rob Way at Winnebago Cty. Parks Please call him and see the info. for yourself. I believe this system would work out well for the county.
