HomeMy WebLinkAbout36. 12-95FEBRUARY 28, 2012 12 -95 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE SPECIAL CHARGE TO INDIVIDUAL PROPERTY OWNERS RECEIVING A REFUSE / GARBAGE CART INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that city staff is hereby directed and authorized to proceed with the steps necessary to impose a special charge to individual property owners receiving a refuse / garbage cart. Patek, Director of Public Works DATE: February 23, 2012 RE: Authorize Special Charge to Individual Property Owners Receiving a Refuse - Garbage Cart BACKGROUND The Department of Public Works participated with the Winnebago County Landfill review of cart purchase options in 2009. Based on that analysis, Toter, Inc. from Statesville, North Carolina, was selected to be the supplier for the carts required to implement the automated recycling program. We would like to again utilize Toter, Inc. as the supplier for the refuse - garbage carts, utiltizing a joint purchase agreement with Winnebago County or another governmental entity. ANALYSIS We propose to keep the same sizes (64 gallon and 96 gallon) for both automated collection programs. However, we have also reviewed the automated collection programs in other communities. We propose to establish the 64 gallon cart as the standard size for the automated refuse - garbage collection program. Per the "Implementation Timeline", we will be contacting residents starting on April 1 st to get input on properties that desire an upgrade to the 96 gallon size. Multiple families' properties will also be able to designate a preference for a reduced number of carts for each building. Similar to the process used in 2009, we recommend that the carts be charged to residents as a special charge on their tax bill. Residents would own and be responsible for maintaining and replacing the carts as needed. The Toter cart has proven to be reliable, durable, and a good value for residents. This process proved to be successful for the recycling program and we recommend its continuance for the automated refuse - garbage collection program. FISCAL IMPACT We would estimate the cost to purchase the carts as follows: [64 gallon: $717,242.40] + [96 gallon: $271,691.28] = [$988,933.68] We have calculated the following approximate rates as a per cart charge: 64 gallon $46.00/cart 96 gallon — $52.60/cart RECOMMENDATIONS I recommend approval of the resolution.
