HomeMy WebLinkAbout14. 12-74FEBRUARY 28, 2012 12 -74 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN PURPOSE: TO SUPPORT WISCONSIN DEPARTMENT OF TRANSPORTATION'S APPLICATION FOR STATE OF GOOD REPAIR (SGR) PROGRAM FUNDING FOR VARIOUS TRANSIT CAPITAL PROJECTS INITIATED BY: TRANSPORTATION DEPARTMENT WHEREAS, the City of Oshkosh is a designated recipient of both federal assistance for mass transportation, as defined by 49 U.S.C. § 5307(a)(2), and state mass transit operating assistance program funds, as defined by Wisc. Stats. 85.20, and WHEREAS, the Federal Transit Administration (FTA) has been delegated authority to award Federal financial assistance for capital investments to support mass transportation, and WHEREAS, FTA is responsible for administering capital grants through the State of Good Repair (SGR) discretionary funding program, and WHEREAS, the Wisconsin Department of Transportation is preparing an application for SGR program funds on behalf of recipients of 85.20 funding, and WHEREAS the Oshkosh Transit System has multiple capital improvement projects which are eligible for funding according to the objectives of the SGR program, including maintenance facility interior rehabilitation, rehabilitation of the transit center, spare parts inventory replenishment, maintenance facility computer upgrades and updated fare collection equipment, and WHEREAS, the City has or will provide all required annual certifications and assurances to the Federal Transit Administration to receive grant funding through the SGR program; NOW, THEREFORE, BE IT RESOLVED BY the Common Council for the City of Oshkosh that the proper City officials are hereby authorized and directed to submit information to the Wisconsin Department of Transportation, Bureau of Transit, Local Roads, Railroads and Harbors, Bureau of Transportation Safety for its completion of an application for SGR funding on behalf of the Oshkosh Transit System. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to execute any and all documents required by the Wisconsin Department of Transportation, Bureau of Transit, Local Roads, Railroads and Harbors, for purposes of the same, and are further authorized and directed, if said grant is awarded, to accept such funds, pursuant to the terms of the grant application and that the Common Council will specifically authorize the required 20% local matching funds upon notification of the receipt of the award of the grant. City of Oshkosh - Transportation Department O1HKOf N 926 Dempsey Trail, Oshkosh, WI 54902 (920) 232 -5342 (920)232 -5343 fax MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Christopher Strong, P.E., Director of Transportation DATE: February 22, 2012 RE: Resolution to Support Wisconsin Department of Transportation's Application for State of Good Repair (SGR) Program Funding for Various Transit Capital Projects Background This resolution will serve as a letter of support for a Wisconsin Department of Transportation (WisDOT) application, which it is submitting on behalf of Wisconsin urban transit systems, for State of Good Repair (SGR) program funds. The SGR discretionary funding prograrn is administered by the Federal Transit Administration, with the intent of improving the condition of existing transit assets, including vehicles and facilities. Analysis alysis In the past, Federal funding has been available to cover 80 percent of the capital costs for transit vehicles and infrastructure projects. Increasingly, this Federal funding is being allocated through grant programs like SGR, making it necessary for the City to pursue these opportunities in order to offset the local costs of these capital investments. After reviewing our system's needs and researching projects which have been funded through the SGR program, transit staff have identified the following capital projects as good candidates for potential funding: • Maintenance Facility Interior Rehabilitation The painting of the garage facility would complement the roof repair project that was completed last summer, and the installation of a new bus wash system which is scheduled for this spring. • Transit Center Rehabilitation This project would include cleaning and painting of exterior surfaces, and replacement of ground signage. • Fireboxes This project would replace the buses' fireboxes with electronic units that could support bill registry, and potentially analytic capabilities. Spare farts This would include pre - paying for purchases related to tires for OTS buses, City of Oshkosh --- Transportation Departnnent Resolutim to Support Wisconsin Department of Transportation's Application for State of Good Repair (SGR) Program Funding for Various Transit Capital Projects l February 22, 2012 which could ease pressure on this part of the operations budget for a couple of years. Maintenance Facility Computer Upgrade This project would allow us to extend our fleet maintenance computer system into more of our active work areas, improving efficiency. Fiscal Impact If the FTA approves some or all of these projects, the City will need to provide a 20 percent local match. If all projects are approved through this program, this would be a maximum match requirement of $83,180. The resolution includes language whereby the Council authorizes this fitnding. Based on the timing of the grant, we plan on including this match requirement in the 2013 Capital Improvement Program. Recommendation As programs like SGR currently represent the best opportunity for the Oshkosh Transit System to leverage local Rinding toward capital improvements that can benefit transit operations, I recommend approval of this resolution.
