PURPOSE: APPROVE 2012 PROGRAM FOR NEW SIDEWALK ON SOUTH
KOELLER STREET AND SOUTH WASHBURN STREET
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh as follows:
That sidewalks be constructed according to the established grade pursuant to
Section 66.0907 of the Wisconsin Statutes, and the ordinances of the City of
Oshkosh on the following locations:
South Koeller Street (Witzel Avenue to 7 th Avenue, East Side)
South Washburn Street (20 Avenue to STH 44, West Side)

RE: 2012 Program for Construction of New Sidewalk on Various Streets
BACKGROUND
Per State Statutes, the Common Council is required to pass a resolution which approves the locations
desired for the installation of new public sidewalk. The past emphasis for those installations has been
curb/gutter streets which are designated as arterials or collectors because of higher vehicular traffic
volumes.
ANALYSIS
The 2012 program is proposed to install sidewalk on the east side of Koeller Street(Witzel Avenue to 7th
Avenue) and the west side of Washburn Street(20`h Avenue to STH 44). I have attached a copy of a
letter sent to abutting property owners for reference. Residents have been notified that Common Council
action will occur on February 28, 2012.
FISCAL IMPACT
Funding is included in the 2012 Capital Improvement Program. Property owriers are charged for 100% of
the construction expense abutting their land and the City pays for handicap ramp installations at
intersections.
RECOMMENDATIONS
I recommend approval of the resolution.

To Property Owners on:
Koeller Street (Witzel Avenue to 7th Avenue, East Side)
Washburn Street (20th Avenue to STH 44,West Side)
On February 28, 2012, the City of Oshkosh Common Council will consider installation of
sidewalks along the frontage of your property. This informational letter is being sent to all
affected properties prior to the Common Council adopting a resolution ordering the
completion of this construction. If this resolution is approved, another notice will be sent
which gives you a deadline to install the sidewalk with a licensed contractor of your choice.
Most property owners ignore this notice and let the City's contractor install the sidewalk.
There is no penalty if you choose to let the City build the sidewalk. You only pay for the
sidewalk constructed along the frontage of your property. The February 28th meeting will be
held at 6:00 p.m. in the Council Chambers on the 4th floor of City Hall. You may appear and
voice your opinion on the proposed installation of sidewalk at the Common Council meeting.
