HomeMy WebLinkAbout16. 12-52 FEBRUARY 14, 2012 12-52 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: WAIVE BIDS & AUTHORIZE PURCHASE OF AMBULANCES FOR FIRE DEPARTMENT FROM FIRE APPARATUS & EQUIPMENT ($445,500.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Fire Department is now replacing three ambulances; and WHEREAS, the department is standardizing to the MedTec ambulances to ensure safe and efficient operations during emergency situations plus maintenance efficiencies; and WHEREAS, Fire Apparatus & Equipment is the local supplier for the MedTec ambulances and it is therefore necessary to waive bids pursuant to section 12-10(D) of the Oshkosh Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to waive bids and to purchase ambulances from: Fire Apparatus & Equipment P.O. Box 297 Appleton, WI 54912 Total: $455,500.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. No. 323-0230-7210-06101/06215 Equipment Fund - Ambulances CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh, 010 54903-1130 City of Oshkosh OfHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon G.Urben,General Services Director DATE: February 3,2012 RE: Waive bids for purchase of ambulances BACKGROUND The Common Council has allocated a total of$450,000 ($150,000 in the 2011 CIP and $300,000 in the 2012 CIP) for three ambulances for the Fire Department. The three ambulances being replaced are from the 2001 and 2002 model year and all three units have exceeded the life expectancy standards of serving four years in front line status followed by six years of reserve status. The three units being replaced all have well over 100,000 miles and have no trade-in value. As such they will either be sold at auction or for parts after the new units are incorporated into the fleet. ANALYSIS Six of the nine ambulances in the Fire Department fleet are MedTec ambulances. The MedTec ambulance chassis, body and interiors have met our operational needs and have proven very reliable over the years. MedTec is also a local company and as such,has been able to respond in a very timely manner to the few minor issues we have experienced. The MedTec's all have identical designs for our patient transport compartments. This standardization is critical to ensuring safe and efficient operations during emergency situations. In addition, this standardization provides many operational maintenance efficiencies in such areas as part replacements, part stocking, repairs/troubleshooting and more. For these reasons it is the consensus of the Fire Department and Purchasing to recommend MedTec ambulances continue to be purchased for their ambulance fleet. By working with the local MedTec dealer (Fire Apparatus & Equipment), and negotiating multi-vehicle and pre-payment discounts we have secured a purchase price of$148,500 per ambulance for a total of$445,500. Our research of MedTec ambulance purchases of similar specifications indicates this per ambulance cost is less than recent purchases and thus is very favorable for the City of Oshkosh. FISCAL IMPACT The fiscal impact of the three ambulance purchases will be $445,500. One ambulance will be purchased from the 2011 OP account #: 323-0230-7210-06101 and two ambulances will be purchased from the 2012 CIP account#: 323-0230-7210-06215. RECOMMENDATION Fire Department and Purchasing personnel reviewed the MedTec pricing and recommend that the Common Council waive bids (pursuant to Section 12-10 D(1) of the Oshkosh Municipal Code using standardization as the overriding consideration) and authorize the purchase of three MedTec M168 ambulances on Chevy GM4500 chassis from Fire Apparatus & Equipment, P.O.
