HomeMy WebLinkAbout17. 12-53 FEBRUARY 14, 2012 12-53 RESOLUTION (CARRIED__7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID FOR LED LIGHTING IMPROVEMENTS AT THE OSHKOSH CONVENTION CENTER TO FAITH TECHNOLOGIES ($46,648.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for LED Lighting Improvements at the Oshkosh Convention Center; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: FAITH TECHNOLOGIES 2662 American Drive Appleton, WI 54914 Total Bid: $46,648.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 203-1099-7214-00000 EECBG Project Fund – Building Improvements CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,54903-1130 City of Oshkosh OJHKOfH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben,General Services Director DATE: February 3,2012 RE: LED Lighting Improvements-Oshkosh Convention Center BACKGROUND In 2009 the City of Oshkosh received a $634,100 Energy Efficiency and Conservation Block Grant (EECBG) from the Department of Energy. By late 2011 a substantial amount of these grant funds have been invested in various municipal buildings in a wide range of energy efficiency and conservation improvements including lighting retrofits,building envelope projects, plumbing improvements and more. From implementing the RF.C:RC lighting retrofit projects we received an estimated $55K in additional Wisconsin Focus on Energy (WFOE) incentive funds. In accordance with EECBG guidelines, any such incentive funds received as part of EECBG grant dollars must he reapplied to additional energy efficiency/conservation projects and allocated by March 19, 2012, As such, and with the recent energy saving opportunities developed in LED bulb technology, we have concluded a LED lighting upgrade at the Oshkosh Convention Center (OCC) would be an excellent candidate for the WFOE incentive funds. ANALYSIS Recent developments in LED and fluorescent bulb technology have shown there are tremendous energy savings opportunities in upgrading existing eumpaet fluorescent, metal halide and incandescent bulbs to more energy efficient LED and fluorescent bulbs. LED bulbs consume less energy(80% less than comparable incandescent), have a longer lamp life (20 times longer than incandescent and 4 times longer than compact fluorescent)and provide better quality and quantity of light. In addition, the longer lamp life results in less bulb changing by our maintenance staff which then allows for more efficient use of our maintenance resources. Purchasing, Facilities Maintenance and Electric Division personnel reviewed and prepared specifications for this project. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on February 3, 2012. The bid tab is attached, Purchasing reviewed the bids and concluded the sole bid received from Faith Technologies met the minimum bid specifications. Faith Technologies anticipates the OCC LED lighting improvement project will realize approximately$9,000 per year in utility savings. '., FISCAL IMPACT With the infusion of the WFOE incentives an estimated$57,000 remains from the EECBG grant. This bid would have a fiscal impact of$46,648,which will be funded through this EECBG grant. These improvements would be charged to account 203-1099-7214-00000. RECOMMENDATION Purchasing recommends the Common Council award this LED lighting improvement bid to Faith Technologies for$46,648.
