SUSTAINABILITY ADVISORY BOARD
January 9, 2012

CALL TO ORDER
The meeting was called to order at 4:00 p.m. by Chair Margy Davey.
PUBLIC COMMENT
None
APPROVE MINUTES
Motion by Kim Biedermann and second by Michelle Bogden Muetzel to approve the minutes from the last
meeting. Motion carried 5-0 (Siman absent).

2011 GOALS REVIEW/2012 GOAL SETTING
ENVIRONMENT SUBCOMMITTEE (Jan Scalpone)
Category: Expand/Improve Natural Areas
Goals:
1.Develop a proposal for natural area in Menominee Park (collaborate with Wild Ones?)
2.Encourage native perennials on City of Oshkosh sites
3.Take action on natural environment section of environmental conservation section in Sustainability
Plan (start committee)
4.Create streetscape tree/terrace tree ordinance and get it passed
5.Expand park space

Goals:
1.Continue to monitor results of beach testing program
2.Shoreland restoration/explore grants for shoreland restoration project for Lake Winnebago
a.Second phase of Miller Bay
3.Create ban on use of harmful chemicals/Miller’s Bay chemical reduction
4.Identify a municipal building that may be suitable for a green roof project and establish a timeframe
5.Create rainwater project at City Hall/rain water projects
6.Develop signage program for stormwater projects

Goals:
1.Identify one school to serve as an example for a small community garden
2.Work with City to identify three (3) possible areas for permanent community gardens

COMMUNITY AND CONSUMER AFFAIRS SUBCOMMITTEE

Goals:
1.Research and publish green business directory for Oshkosh
2.Develop “Buy Oshkosh” program
Category: Awareness and Promotion
Goals:
1.Promote active partnerships with Focus on Energy, ENERGY STAR, UWO and local businesses
2.Increase communication with other City boards and City departments
3.Community clean-up day
4.Increase public awareness of sustainability issues
5.Develop plan for public involvement and education for sustainability issues

Category: Waste Reduction
Goals:
1.Work on waste reduction through composting, volume-based garbage system and more plastic
recycling
2.Promote ban on Styrofoam containers and plastic bags and instead encourage use of biodegradables.
3.Create cloth bag campaign (e.g. work with “x” number of stores that will offer “x%” discount if
cloth bag is used)
4.Create ban on plastic water bottles
5.Community buy-in to significantly reduce paper/plastic bag usage
6.Community support for compost program/food waste drop off/education program for biodigester

ACTION PLAN FOR 2012
An action plan provides direction for accomplishing the objectives of the Sustainability Plan. For the 2012
Action Plan, the Sustainability Plan Steering Committee has selected three policies for each objective. These
are intended to be implemented in the short, medium and long term according to the order they are listed.
The action items will be reviewed by the city’s Sustainability Advisory Board, who will set targets, assign
responsibilities, and prepare an annual report. The annual report will show progress not only of Action Plan
items, but of the many other policies in the Sustainability Plan that may be guiding day to day activities. The
Sustainability Advisory Board will also update the Action Plan annually with input from staff, City Council
and citizens.
Goal:
Improve the quality of life in the city of Oshkosh by incorporating sustainability practices to meet the
environmental, economic and social needs of the present without compromising the ability of future
generations to meet their own needs.
Objectives and Policies
Energy: Foster energy conservation and local energy production from renewable resources.
1.Publicize accomplishments of the McKinstry Plan as they are implemented (Purchasing).
2.Investigate funding sources for energy conservation projects.
3.Consider installation of a solar project or a small wind turbine at a municipal facility.
Local Food: Promote local food production, sales and consumption.
1.Develop education signage for existing community gardens.
2.Draft changes to the zoning ordinance to address community gardens as permitted or conditional land
uses in all zoning districts.
3.Work with residents to identify and convert vacant or non-developable city-owned lots for neighborhood
food plots and gardens.
4.Buy local program.
Environmental Conservation: Protect and enhance the city's natural resources.
1.Continue to follow the Capital Improvement Program in implementing the Stormwater Plan to meet
Clean Water Act standards.
2.Convert city landscaped areas from annual to perennial plants and plant natives when possible.
3.Create an ordinance regulating the application and sale of sealcoat products containing coal tar.
Atmosphere: Provide a safe and healthy atmosphere for people, nature and the planet.
1.Continue current programs to plant and replace trees.
2.Develop guidelines for citizens to petition for quiet zones, seasons or times in their neighborhoods.
3.Prepare a Climate Action Plan.
Managing Waste: Promote awareness, reduce initial consumption, promote reuse, increase recycling
rates and reduce the amount of substances entering landfills.

1.Continue the single stream recycling program.
2.Create incentives to promote zero-waste events.
3.Develop a plan to increase proper disposal of e-waste.
Safe and Healthy Community: Promote healthy living, civic engagement, cultural and ethnic diversity;
provide safety and protect citizens from disease.
1.Continue to support park and recreational facilities to promote an active lifestyle.
2.Encourage local employers to meet criteria for Well Workplace designation.
3.Provide funding to support a community warming shelter.
Land Use and Development: Guide and promote sustainable city-wide development patterns and
incorporate sustainable features into buildings.
1.Design the new city garage to meet Leadership in Energy and Environmental Design (LEED) standards
or a similar program.
2.Create an inventory of existing vacant buildings and promote adaptive reuse.
3.Continue investing for long-range revitalization of neighborhoods.
Transportation and Mobility: Enhance and promote mobility alternatives to the automobile; design
safe, efficient and environmentally sound transportation infrastructure; and connect to other local and
regional networks.
1.Place a high priority on completion of the Riverwalk.
2.Begin bicycle lane striping and installation of bike route signs as recommended in the Bicycle and
Pedestrian Circulation Plan.
3.Support implementation of recommendations in the Transit Development Program.
Economic Development: Bolster the local economy by attracting sustainable businesses and green-collar
jobs, and encouraging existing businesses to become more sustainable.
1.Create a sustainable best practices document to hand out to event planners.
2.Encourage adoption of green building practices for new construction and renovation of existing
businesses.
3.Develop a “Shop Local” campaign to encourage residents to spend more locally and to educate them
about the benefits of keeping their money in the Oshkosh area.
Government: Lead by example and foster sustainability policies and actions for cost-effective, socially
responsible and environmentally sound governmental practices to meet community needs.
1.Develop an environmentally friendly purchasing policy.
2.Form a Green Team representing departments, designate a sustainability coordinator, and hire an intern
to implement sustainability activities.
3.Adopt a green building rating system for new municipal buildings, additions and renovations.

carried 6-0. Meeting adjourned at 5:45 pm.
