The minutes of October 12, 2011 were approved as presented. (Cryan/Krasniewski) ITEM I: 515-542 CAMELOT COURT WHPC-NIBP Portfolio LLC-applicant, Wisconsin Housing Preservation Corp.-owner, requests the following variance to permit a 936 square foot (sf) accessory structure in the rear yard setback: Description Code ReferenceMinimum Proposed Rear yard setback 30-21(B)(6)(g)(ii)(aa) 25’ 10’ Mr. Muehrer presented the item and distributed photos of the subject site. The applicant also had a display of photos and site plans for review. The property is located at the east terminus of the Camelot Court cul-de- sac and is zoned R-4 Multiple Dwelling District. The parcel is developed with three 2-story multi-family residential structures and associated site improvements including a utility shed and two off-street parking facilities. The petitioner is proposing to remove the existing shed and construct a 39’ x 24’ accessory building on the north side of the existing principal structure which will intrude 15’ into the required rear yard setback. The northern half of the structure will be used as office space and the southern half for storage area for maintenance needs. The special condition applicable to the subject lot is the historical development pattern of the parcel and its location on a cul-de-sac limiting developable area both which are outside of the petitioner’s control. The alternative to granting the variance would be to eliminate off-street parking spaces in the northern lot however the property’s current overall parking stalls are deficient by ten stalls and further reducing the available off-street parking would have a greater impact on the overall neighborhood. The variance will not be detrimental to adjacent property owners or contrary to the public interest. Tim Crum, representing Dimension Madison Design Group, 6515 Grand Teton Plaza, Madison, was present to answer any questions on the variance request. Ms. Larson questioned if the accessory structure would be a steel pole building or if it would be constructed with matching façade. Mr. Crum responded that it would be constructed to match the existing apartment structures however the color was yet to be determined. Board of Appeals Minutes 1 December 14, 2011 Mr. Krasniewski inquired as to the number of dwelling units in the development and where the management staff was currently located. Mr. Crum replied that there were 24 units in the development; three buildings with eight units in each structure. He did not know where the management staff was currently located other than it was off site. Mr. Cornell questioned if the accessory structure was proposed to be in the same location as the existing utility shed. Mr. Crum responded affirmatively. Mr. Krasniewski inquired if there were other buildings in the city that this accessory structure would serve. Mr. Crum responded negatively. Mr. Cornell questioned if the existing utility shed housed the maintenance equipment currently. Mr. Crum responded affirmatively. Mr. Krasniewski inquired if the zoning classification for this parcel was different than the previous garage variance requests reviewed. Mr. Muehrer responded affirmatively. Mr. Cornell questioned if there was a fence line behind the apartment development. Mr. Crum indicated that there was a chain link fence between the apartment development and the adjacent properties. Motion by Carpenter to approve the request for a variance to permit a 936 square foot accessory structure with a 10’ rear yard setback. Motion carried 5-0. Seconded by Cryan. Finding of Facts: Unique situation. No harm to public interest. Best location possible. OTHER BUSINESS There being no further business, the meeting adjourned at 3:39 p.m. (Krasniewski/Carpenter).
