PURPOSE: AWARD BID FOR AUTOMATED SIDE LOADING BODY & TRUCK
CHASSIS FOR RECYCLING DIVISION TO V&H INC. IN THE AMOUNT
OF $229,633.00
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a 31 Cubic Yard
Compaction Side Loading Body and Chassis for Recycling Division of Public Works; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
V & H, INC.
1505 S. Central Avenue
Marshfield, WI 54449
Total Bid: $229,633.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Automated Side Loader and Truck Chassis-Recycling Division
BACKGROUND
The Common Council approved and allocated $240,000 in the Recycling Division's 2011
operating budget for an additional automated side loader truck for the recycling fleet. This new
truck will be used as a spare/backup vehicle for the collection of recyclable materials. This new
truck includes the compacting side loading body and truck chassis.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for this unit. The bids were advertised in the local paper and posted online on
NovusVendor. Bids were received on December 19, 2011. The bid tabs are attached. Working
with the Street Division,Purchasing reviewed the bids and concluded the low bid from V&H Inc.
met the side loader and chassis bid specifications.
FISCAL IMPACT
The fiscal impact of this unit is $229,633. This item was budgeted in the Recycling Division's
2011 operating budget at $240,000. Funding for this item would be charged to the Recycling
Division's operating budget account: 211-0480-7210-00000.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to V&H Inc. for$229,633.
