HomeMy WebLinkAboutMinutes Redevelopment Authority Minutes 1 REDEVELOPMENT AUTHORITY MINUTES JULY 20, 2011 PRESENT: Thomas Belter, John Bermingham, Steve Hin tz, Ben Schneider, Archie Stam, Burk Tower STAFF: Darryn Burich, Planning Director; Darlene Br andt, Recording Secretary The meeting was called to order at 4 pm and a quoru m declared present. The minutes of June 15, 2011 were approved as distr ibuted. PUBLIC HEARING: Disposition of Property at 633 Mt. Vernon Street Chairman Belter opened the public hearing. Mr. Burich stated the property was acquired 3-4 yea rs ago from HUD for $1. HUD regulations require the property must be sold to a qualified LMI homeow ner. The City has started to work with NeighborWorks who expressed an interest in acquirin g the property, rehabilitating it and selling to a qualified homeowner. Mr. Steve Cummings stated neighbors in and around t he target areas are anxious to see something get started. Mr. Bermingham stated this is the impetus to get th is program moving. Res. 11-09 Approve Disposition of 633 Mt. Vernon St reet to Neighborhood Housing Services of Southeast Wisconsin Motion by Bermingham to move Res. 11-09. Seconded by Stam Mr. Hintz inquired if there are other HUD homes ava ilable in Oshkosh? Mr. Burich replied he is not aware of any and the C ity has not been offered any. The question was called. Motion carried 6-0. Res. 11-10 Determination of Necessity; Establish Fa ir Market Value; Authorize Acquisition / 125 West 6th Avenue Motion by Hintz to move Res. 11-10. Seconded by Stam.
Redevelopment Authority Minutes 2 Mr. Burich noted this property and the property nex t door are very challenged. Both properties are within the South Shore Redevelopment area. Mr. Hintz stated the acquisition price is lower tha n the assessed value and seem reasonable. Mr. Stam inquired if the properties were foreclosed on. Mr. Burich replied to the best of his knowledge, ye s. It is proposed to demolish the structures and l and bank for a future redevelopment site. The RDA curr ently owns the two properties to the west as well. The question was called. Motion carried 6-0. Res. 11-11 Determination of Necessity; Establish Fa ir Market Value; Authorize Acquisition / 127 West 6th Avenue Motion by Hintz to move Res. 11-11. Seconded by Bermingham. There was no discussion on this item. The question was called. Motion carried 6-0. Res. 11-12 Resolution Expressing Support for Oshkos h Civility Project and Endorsing Oshkosh Civility Pledge Motion by Hintz to move Res. 11-12. Seconded by Bermingham. Mr. Hintz stated for the most part, governing bodie s are civil. From his experience, on a rare occasi on you may run into a community were there is conflict . Some communities who encourage civility have put little messages on stop signs and such. He felt this is a good program and would support it. The question was called. Motion carried 6-0. Mr. Domenick Martinelli from Neighborhood Housing S ervices of Southeast Wisconsin, stated he wants to see good things happen in this great commu nity. He thanked the RDA for selling the home on Mt. Vernon Street to NeighborWorks. He explained their program is designed to subsidize the financing, not the sale price, for qualified LMI fi rst time homebuyers.
