VERNON STREET INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27- 23(A-5), 27-23(A-8), 27-23(A-10) AND 27-23(A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES, DESIGNATED THROUGH STREETS, DESIGNATED YIELD RIGHT-OF-WAY INTERSECTIONS, AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23(A-5) of the Oshkosh Municipal Code pertaining to loading zones is hereby amended as follows: A-5 LOADING ZONES Add Thereto: Hazel Street, east side, from Nevada Avenue to 108 feet south of Bent Avenue between 7:00 a.m. and 4:00 p.m. on school days. SECTION 2. That Section 27-23(A-8) of the Oshkosh Municipal Code pertaining to designated through streets is hereby amended as follows: A-8 THROUGH STREET DESIGNATED Remove Therefrom: Mt. Vernon Street from Merritt Avenue to Harrison Street except at its intersection with Parkway Avenue, Irving Avenue, New York Avenue, Lincoln Avenue and Gruenwald Avenue. Add Thereto: Mt. Vernon Street from Merritt Avenue to Custer Avenue except at its intersection with Parkway Avenue, Irving Avenue, Lincoln Avenue and New York Avenue. That Section 27-23(A-10) of the Oshkosh Municipal Code pertaining to designated yield right of way intersections is hereby amended as follows: A-10 YIELD RIGHT OF WAY INTERSECTIONS DESIGNATED Remove Therefrom: Mt. Vernon Street yields to East Linwood Avenue and Libbey Ave. Add Thereto: Mt. Vernon Street yields to Custer Avenue, East Linwood Avenue and Libbey Avenue. SECTION 4. That Section 27-23(A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS HIGH AVENUE Remove Therefrom: No parking, north side, from Wisconsin Street to Dawes Street. Remove Therefrom: No parking, north side, from Jackson Street to 100 feet west. Add Thereto: No parking, north side, from Wisconsin Street to Jackson Street. RIPPLE ROAD Remove Therefrom: No parking, both sides, from Washburn Street to West city limits. Add Thereto: No parking, stopping, standing or waiting, both sides, from Washburn Street to western city limits. WASHBURN STREET Remove Therefrom: No parking, both sides, from Highway 21 to Fisk Avenue. Add Thereto: No parking, both sides, from Highway 21 to Fisk Avenue, unless elsewhere stated. Add Thereto: No parking, stopping, standing or waiting, both sides, from 1,850 feet south of Ripple Road to 2,550 feet south of Ripple Road. SECTION 5. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 6. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #12-07 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-23(A-5), 27-23(A-8), 27-23(A-10) AND 27-23(A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES, DESIGNATED THROUGH STREETS, DESIGNATED YIELD RIGHT-OF-WAY INTERSECTIONS, AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on January 10, 2012. The ordinance changes on-street parking regulations on Iowa Street and Minerva Street. Rohloff, City Manager FROM: Christopher Strong, Transportation Director DATE: December 21, 2011 RE: Explanation of Traffic Regulations Ordinance Changes SECTION 1: SECTION 27-23(A-5)— LOADING ZONES A REQUEST FOR A LOADING ZONE ON THE EAST SIDE OF HAZEL STREET FROM NEVADA AVENUE TO 108 FEET SOUTH OF BENT AVENUE BETWEEN THE HOURS OF 7:00 A.M. AND 4:00 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: UNRESTRICTED PARKING.) This is a citizen request. This section of Hazel Street is used extensively as a loading area for children at Emmeline Cook School. The citizen making this request expressed concern that some vehicles do not use this area for loading/unloading purposes. The result is that this increases the likelihood of vehicles double-parking, which can create pedestrian and vehicular safety challenges. This request would not eliminate the availability of parking on this section of street, but rather ensure that it can be available during the times of greatest demand. I asked the principal of Emmeline Cook School for input on this request, and he indicated it was appropriate given the amount of double parking which can occur on school days. Since there is limited other demand for on-street parking in this area, this proposal should have limited impact on other property owners. PASSED BY TRAFFIC REVIEW BOARD(6-0) SECTION 2: SECTION 27-23(A-8)—THROUGH STREET DESIGNATED See Section 3 explanation. SECTION 3— SECTION 27-23(A-10) YIELD RIGHT OF WAY INTERSECTIONS A REQUEST FOR YIELD SIGNS ON MT. VERNON STREET AT ITS INTERSECTION WITH CUSTER AVENUE. (CURRENT CONDITION: STOP SIGNS ON CUSTER AVENUE.) This is a Transportation Department request. Page 2 of 3 Explanation of Traffic Ordinance Changes In 2006, the intersection of Mt. Vernon Street with Harrison Street was closed, turning the portion of Mt. Vernon Street north of Custer Avenue into a dead end. This reduced the amount of through traffic on Mt. Vernon Street which, as a result, changed how the intersection of Custer Avenue and Mt. Vernon Street operates. The request would reverse the right-of-way at this intersection to favor Custer Avenue traffic instead of Mt. Vernon Street traffic. In addition, the request would reduce the level of traffic control from stop signs to yield signs. The following are the warrants for the use of yield signs at an intersection: • Three or more right angle accidents in a 24-month period, or five or more right angle accidents in a 36-month period. • 1,500 or more vehicles per day. • Inadequate sight distance. At this intersection, there have been no reportable accidents since 2005. Typical weekday traffic volume entering the intersection is 410 vehicles per day (240 on Custer Avenue, 170 on Mt. Vernon Street). There is a building at the northeast quadrant of the intersection which can restrict sight distance. However, there is very little (<10 vehicles per day) traffic which travels south on Mt. Vernon Street toward Custer Avenue, due to it being a dead end. Since traffic volumes are higher on Custer Avenue and because of the cul-de-sac on the northern approach, it makes sense to have Mt. Vernon Street traffic yield to Custer Avenue traffic. PASSED BY TRAFFIC REVIEW BOARD (6-0) SECTION 4— SECTION 27-23(A-11) PARKING REGULATIONS A REQUEST FOR NO PARKING ON THE NORTH SIDE OF HIGH AVENUE FROM DAWES STREET TO 100 FEET WEST OF JACKSON STREET. (CURRENT CONDITION: UNRESTRICTED PARKING.) This is a Transportation Department request. Earlier this year, the Traffic Review Advisory Board recommended the creation of a bicycle lane on the south side of High Avenue between Congress Avenue and Jackson Street. In order to accommodate this within the existing paved roadway and preserve vehicular capacity, it is necessary to prohibit on-street parking on the north side of the road through this entire section. This request would prohibit on-street parking on the one section of the north side of High Avenue where it is currently permitted. Field review did not indicate daytime use of parking on this side of the street. It appears that the adjacent property owners have other parking options on the south side of High Avenue, on Dawes Street, and/or off-street. Therefore, this request would not appear to have an adverse effect on these properties. As is typical for this type of request, these property owners have been notified of this Board meeting so they will have a chance to provide their input with respect to any concerns they have. PASSED BY TRAFFIC REVIEW BOARD (6-0) Page 3 of 3 Explanation of Traffic Ordinance Changes A REQUEST FOR NO PARKING, STOPPING, STANDING OR WAITING ON BOTH SIDES OF WASHBURN STREET FROM 1,850 FEET SOUTH OF RIPPLE ROAD TO 2,550 FEET SOUTH OF RIPPLE ROAD. (CURRENT CONDITION: NO PARKING.) A REQUEST FOR NO PARKING, STOPPING, STANDING OR WAITING ON BOTH SIDES OF RIPPLE ROAD FROM WASHBURN STREET TO THE WESTERN CITY LIMITS. (CURRENT CONDITION: NO PARKING.) A REQUEST FOR NO PARKING, STOPPING, STANDING OR WAITING ON BOTH SIDES OF WASHBURN STREET FROM RIPPLE ROAD TO 460 FEET NORTH OF RIPPLE ROAD. (CURRENT CONDITION: NO PARKING.) These are Police Department requests. The Police Department and other City departments have been working with event organizers to address vehicular and pedestrian safety concerns during events at the Ford Festival Grounds. These requests all relate to a common concern: pedestrian traffic along Washburn Street traveling in the vehicular travel lanes due to a lack of sidewalks. This concern can be compounded in areas where stopped vehicles on Washburn Street or Ripple Road may hinder the ability of motorists to see pedestrians. These requests would prohibit parking, along with loading, unloading and waiting for passengers, in three areas: 350 feet either side of the main entrance to Ford Festival Grounds, the City's portion of Ripple Road (to the north of the grounds), and Washburn Street north of Ripple Road. The Police Department wants to be able to easily enforce these types of regulations; an ordinance with the appropriate signage is an effective way to do that. As this is a relatively undeveloped portion of the City with minimal traffic apart from events at the Festival Grounds, there should be minimal impact on others during other times of the year.
