HomeMy WebLinkAbout11-558 DECEMBER 27, 2011 11-558 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: WAIVE BIDS & AUTHORIZE PURCHASE OF WATER METERS AND TRANSMITTERS FROM HD SUPPLY WATERWORKS FOR 2012 FOR WATER UTILITY DIVISION ($443,045.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Water Utility Division is continuing its upgrade to a Sensus water meter reading system which requires the annual purchase of Sensus water meters and transmitters until all equipment is installed system-wide; and WHEREAS, the department is standardizing to the Sensus water meter system; and WHEREAS, HD Supply Waterworks is the supplier for the standardized Sensus water meters and transmitters and it is therefore necessary to waive bids pursuant to section 12-10(D) of the Oshkosh Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to waive bids and to purchase water meters and transmitters from: HD Supply Waterworks 15655 W. Rodgers Drive New Berlin, WI 53151 Total: $443,045.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Director DATE: December 15, 2011 RE: Waive bids for purchase of 2012 Water Meters&Transmitters BACKGROUND On September 13, 2006 the Common Council approved waiving bids for a new Sensus water meter reading system utilizing wireless technology. This approval also included the annual purchase of Sensus water meters/transmitters until all equipment is installed system-wide within the next 2-3 years. Currently the project is approximately 60% complete. Each year the Water Utility Division and Purchasing reviews prices for the upcoming year's water meter/transmitter order and submits a recommendation for purchase. ANALYSIS Our supplier (HD Supply Waterworks) notes that there will be an estimated 3.5-4% increase in their 2012 meter and transmitter prices. Attached is HD Supply Waterworks' 2012 costs notice and the Water Utility Division's 2012 meter and transmitter equipment needs. FISCAL IMPACT The fiscal impact of the 2012 meter and transmitter purchases will be $443,045. The equipment will be purchased monthly out of the Water Utility-Meter Inventory account: 541-1810-1502- 00000. The annual order cost varies each year depending upon equipment inventory and installation schedule. As a matter of comparison the 2010 order cost was $537,916.80 and the 2011 order cost was $347,486.50. RECOMMENDATION The Water Utility Division and Purchasing reviewed the Sensus supplier pricing and recommend that the Common Council waive bids (pursuant to Section 12-10 D(1) of the Oshkosh Municipal Code using standardization as the overriding consideration) and authorize the 2012 purchase of Sensus water meters/transmitters from HD Supply Waterworks, New Berlin, WI 53151 in the amount$443,045. We are very pleased to have held the increase to approximately 3.5 to 4 % on the 5/8", 3A", 1"meters and 510M transmitters. This seems to be a very fair increase when you consider that the PPI for this past year was higher. Omni meters had no increase. It comes in 5/8, 3/4 and 1"sizes and the chambers are the same as the SRII meter. The registers are removable like the new SRII Opti register and flow rates are the same as the SRII.
