HomeMy WebLinkAbout11-545 DECEMBER 13, 2011 11-545 RESOLUTION (CARRIED___7-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: APPROVE LAND PURCHASE AT 1035 -1037 WEST SOUTH PARK AVENUE FOR THE QUARRY PARK LANDFILL GAS VENTING SYSTEM PROJECT INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, on May 25, 2010, by Resolution No. 10-166, the Common Council previously approved a Relocation Order pursuant to Secs. 62.22 and 32.05 of the Wisconsin Statutes declaring that it was in the public interest for the City of Oshkosh to acquire 1035-1037 West South Park Avenue for Quarry Park Landfill Gas Venting System; and WHEREAS, the parties have concluded negotiations that include these points of agreement: Purchase price $125,000 for 1035-1037 West South Park Avenue  NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to purchase 1035-1037 West South Park Avenue as outlined above, and to execute all documents necessary for purpose of same. Money for this purpose is appropriated from: Acct. Patek, Director of Public Works DATE: December 8, 2011 RE: Approve Land Purchase for the Quarry Park Landfill Gas Venting System Project BACKGROUND In May of 2010, the Common Council approved a relocation order which authorized the purchase of four properties adjacent to the former solid waste landfill located at Quarry Park. Our consultant (AECOM) has recommended the purchase of these properties because of the close proximity of the existing buildings to the landfill materials. ANALYSIS Three of the properties have been purchased by the City as of this time. The last property is owned by the Winnebago County Housing Authority (WCHA). Our right-of-way consultant has reviewed and gotten approval from WCHA for this acquisition by the City of Oshkosh. The following information pertains to this property acquisition: Property Initial Offer Agreed upon Price 1035-1037 West South Park Avenue $125,000 $125,000 FISCAL IMPACT Funding for this acquisition is included in the "Property Improvement Section" of the 2011 Capital Improvement Program.
