PURPOSE: AWARD BID FOR STORAGE SHELVING SYSTEM FOR MUSEUM TO
ARTISTIC STORAGE LLC ($69,558.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a Storage
Shelving System for the Museum; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $69,558.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid for Storage Shelving System
BACKGROUND
The Common Council approved and allocated$75,000 in the 2011 Capital Improvement Program
(prior year borrowing) for a storage shelving system for the Oshkosh Public Museum's Native
American collection. In preparation for this storage upgrade, Museum staff inventoried the
collection and analyzed the requirements for proper long-term storage, preservation and access.
Based on this information, staff developed specifications that outlined storage requirements and
provided a detailed, hand-drawn design that maximized existing Museum storage space.
Working with Purchasing, bids were sent to the two primary suppliers of custom storage
solutions. The bids were also advertised on NovusVendor and advertised in the local paper.
ANALYSIS
Bids were received on November 11, 2011. Two bids were received for this system. However,
after reviewing both bids it is the consensus of Purchasing and Museum staff that the bid from
ARTistic Storage LLC was the only bid that met the minimum bid specifications. ARTistic
Storage LLC confirmed all of the required storage shelving requirements including shelving
tray/shelf capacity, hooks, tools/ease of movement, and decking/cabinet details. In addition,
ARTistic Storage LLC submitted the required plan design of their system that verified all of their
system elevations and dimensions would meet the bid specifications. Unfortunately, our request
for additional information from the other bidder concluded they could not provide adequate
documentation to clarify and/or confirm their system could meet the minimum bid specifications.
As such their bid was not accepted.
FISCAL IMPACT
The fiscal impact of this bid award is $69,558. This bid will be funded from the 2011 CIP from
A/N#: 323-1070-7204-06103.
RECOMMENDATION
City staff recommends the Common Council award this bid to ARTistic Storage, LLC for
$69,558. Please contact Museum Director Brad Larson or myself if you have any questions.
