PURPOSE: APPROVAL OF CHANGE ORDER NO. 1 FOR PUBLIC WORKS
CONTRACT NO. 11-05 WITH CARL BOWERS & SONS
CONSTRUCTION COMPANY FOR VARIOUS CONCRETE PAVING
& UTILITY PROJECTS – SOUTH SIDE AREA (+$199,786.89)

RE: Change Order#1 for Public Works Contract No. 11-05; with Carl Bowers & Sons Construction
Co. for Concrete Paving and Utilities—South Side Paving Project($199,786.89)
BACKGROUND
Change Order #1 for Contract 11-05 is scheduled for consideration by the Common Council at the November
22, 2011. The contract was originally awarded to Carl Bowers & Sons Construction Co. Inc. in April of 2011.
ANALYSIS
Following is a summary of the significant changes to each section of the CIP.
-Concrete Paving—Costs to re-establish survey monuments and install traffic signal interconnect vaults.
-Storm Sewer—Additional costs to haul contaminated materials to landfill and adjust to field conditions.
-Sanitary Sewer — Removal of bedrock to install sanitary sewer. Additional costs to match field
conditions.
-Water Main — Additional costs to lower 16" water main in conflict with storm sewer. Credit for water
main installation depth being shallower than proposed.

Adequate funds are available in the relating sections of the 2011 Capital Improvement Budget. Adequate
funding is available is the Sanitary Sewer section from other projects being under budget.
RECOMMENDATIONS
I recommend approval of the Change Order#1 to Contact No. 11-05 in the amount of$199,786.89 to Bowers &
Sons Construction Co. Inc.
