FOR TRAFFIC SIGNAL UNDERGROUND INSTALLATION AT OREGON STREET AND WAUKAU AVENUE ($26,075.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for Traffic Signal Underground Installation at Oregon Street and Waukau Avenue; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BODART ELECTRICAL SERVICE, INC. 1113 Orlando Drive DePere, WI 54115 Total Bid: $26,075.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 323-0801-7206-06139 Equipment Improvement Fund – Traffic Signal CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,54903-1130 City of Oshkosh OIHKO/H TO: Honorable Mayor and Members of the Common Council FROM: Jon G.Urben, General Services Director DATE: November 14,2011 RE: Bid for Traffic Signal Underground Installation BACKGROUND The Common Council approved and allocated $85,000 in the 2011 Capital Improvement Program to install a traffic signal at the intersection of Oregon Street and Waukau Avenue. The signal was recommended for installation by the Traffic Review Advisory Board in 2010 due to peak-hour traffic demand in the vicinity of the intersection. The City's standard practice is to wire the intersection using underground conduit in order to minimize long-term costs associated with maintaining the intersection. Since the City does not have equipment to efficiently complete this type of work, a bid was issued to hire an electric contractor to bore conduit and install signal bases for this signal. ANALYSIS Bid requests for this project were advertised on our online NovusVendor system, sent to contractors that have performed this work in the past and advertised in the local paper. Bids were received on November 11,2011. The bid tab is attached. It was the consensus of Purchasing and Transit staff that the low bid received from Bodart Electrical Service Inc. met the minimum bid specifications. FISCAL IMPACT The fiscal impact of this bid award is $26,075. An estimated $46,000 will still need to be expended to purchase the signal poles, cabinet, and other above-ground infrastructure to complete this project. With an additional estimated $46,000 in equipment/infrastructure costs the total project cost should not exceed$72,000 and will remain below the original project budget amount of$85,000. This bid will be charged to A/N#323-0801-7206-06139 in the 2011 CIP. RECOMMENDATION City staff recommends the Common Council award this bid to Bodart Electrical Service, Inc. for $26,075.
